Abstract

In Turkish Public Procurement Law, the type of tender in which non-price attributes are also taken into account together with the price, is used by governmental procurements especially for purchasing of high value engineering systems or projects. Even though this type of tenders brings numerous benefits for both suppliers and the buying entities they are rarely issued just because implementation principles are not clearly set and, the buying entities are delegated for setting the principles. The most challe nging issue for buying entities is, on one hand, to establish the principles of bidding for non price multiple attributes and, on the other hand to decide “the economically most advantageous bid” as identified in The Turkish Public Procurement Law. This study is aiming to help buying entities solve both problems and make this type of tenders prevalent.
