Türkiye'de bazı kamu et kombinalarında sığır kesim hattı etkinliği ile kesim aşamalarındaki işgücü verimliliklerinin ölçümü üzerine bir araştırma

Özet
Bu çalışmada; Türkiye genelinde değişik illerde faaliyet gösteren kamuya ait et kombinalarında uygulanan zaman etüdü ve ölçümler sonucunda elde edilen verilerin analizi ile sığır kesim aşamalarındaki standart zamanlar belirlenmiş, işletmelerin sığır kesim hattı etkinlikleri, karkas/adam-saat cinsinden ortalama işgücü verimlilikleri ve verimsiz geçen süreler karşılaştırmalı olarak ortaya konarak, mevcut sorunlara ilişkin çözüm önerileri getirilmeye çalışılmıştır. Araştırmanın materyalini, kamuya (Et ve Balık Ürünleri Anonim Şirketi-EBÜAŞ) ait 4 adet et kombinasında, anket yoluyla ve iş ölçüm tekniklerinden zaman etüdünün uygulanması sonucunda elde edilen veriler oluşturmuştur. Verilerin değerlendirilmesinde, zaman etüdü analiz yöntemi kullanılarak her işletme için kesim aşamalarında kronometre vasıtasıyla ölçülen fiili sığır kesim zamanları, temel ve standart zamanlara dönüştürülmüştür. Araştırma sonucunda, EBÜAŞ’ne ait Adana, Diyarbakır, Konya ve Sakarya Et kombinalarında ortalama kapasite kullanım oranının sırasıyla %15,40, %28,53, %25,54 ve %15,99 olarak gerçekleştiği saptanmış, uygulanan zaman etüdü sonucunda, ortalama işgücü verimlilikleri sırasıyla 1,45, 1,72, 0,72 ve 1,34 karkas/adam-saat olarak hesaplanmıştır. EBÜAŞ Adana, Diyarbakır, Konya ve Sakarya Et Kombinalarında; sığır karkaslarının kesimden ortalama çıkış hızı 50.27, 89.96, 59.42 ve 98.49 saniye, kesim hattında saatte üretilen karkas miktarı 11,63, 20,67, 10,82 ve 13,42 adet ve pratik kesim kapasitesi 87,3, 155,0, 81,2 ve 100,7 baş/gün olarak tespit edilmiştir. Ayrıca çalışmada, standart sığır kesim zamanı bu kombinalar için yine sırasıyla 11.56,97, 9.51,55, 11.28,30 ve 10.54,10 dakika/ saniye olarak belirlenmiştir.
Abstract
This research was performed to determine the standard times on the cattle slaughter stages using the data that have been obtained with time study and measurements applied on beef slaughter plants which are owned by the public sector (EBÜAŞ) at the various provinces in Turkey, and it was tried to introduce solution recommendations connected with the present problems by putting forward, the cattle slaughtering line efficiencies of these enterprises, average labour productivities in carcass/man-hour and their unproductive times elapsed, as comparative. The materials of the research comprised the primary data obtained from questionnaire surveys and the researcher own time measurements related to work study applications at the cattle slaughtering line in 4 public owned meat industry enterprises. At the assessment of the obtained data, the actual cattle slaughter times measured by chronometer each of the enterprises slaughter stages were converted to the basic and standard times, by using time study analysis. At the end of the research, the average capacity utilization ratios were determined 15.40%, 28.53%, 25.54%, 15.99% at the slaughterhouses of Adana, Diyarbakır, Konya and Sakarya under the EBÜAŞ respectively. On the other hand, the time study implemented at the slaughterhouses, the average labour productivities were calculated as 1.45, 1.72, 0.72 and 1.34 carcass/man-hour respectively. As a result of the research, the average exit velocity from slaughtering of the beef carcasses at the slaughterhouses of Adana, Diyarbakır, Konya and Sakarya were measured 50.27, 89.96, 59.42 and 98.49 s, the quantity of carcass production on the slaughtering line per hour were 11.63, 20.67, 10.82 and 13.42 pieces and practical slaughtering capacity were 87.3, 155.0, 81.2 and 100.7 head/day respectively. Furthermore, under this study realized at the slaughtering line of cattle in these public slaughterhouses, the standard cattle slaughtering time were determined as 11.56,97, 9.51,55, 11.28,30, 10.54,10 min/s respectively.
