Özet
1960’lar Türkiye’sinde yeni bir sermaye birikim stratejisi hayata geçirilirken ulusal burjuvazi içinde de bu sürece müdahale etme çabaları ortaya çıkmıştır. Özellikle ithal ikameci sanayi sektörlerini elinde bulunduran büyük holding sermayesi planlı kalkınma ve korumacılığa açıkça destek verirken, kurduğu çeşitli örgütler ve düşünce kuruluşlarıyla siyasal iktidarı ve karar alıcıları etkilemeye çalışmıştır. Bu bağlamda Ekonomik ve Sosyal Etüdler Konferans Heyeti, sermayenin yeni oluşan düzene müdahale etme çabasının bir ürünü olarak kurulmuştur. Konferans Heyeti aracılığıyla üretilen bilgi ve projeler, yerli burjuvazinin belirli bir kesiminin devlet-sermaye-emek arasındaki tarihsel uzlaşmaya dayalı ulusal kalkınmacı bir ittifaka olan desteğini de açıkça ortaya koymaktadır.
Abstract
In the 1960s, national bourgeoisie have been an influential actor of the passage to a new capital accumulation regime. Big bourgeoisie that control the basic sectors of import substitution industries, have supported the idea of planned development and protectionism and tried to influence the political power and policy makers by establishing various institutions and think-tanks. In this context, the Economic and Social Studies Conference Board is an outcome of such attempts. Knowledge and projects provided by the Conference Board demonstrate the support that industrial capitalists have given to the alliance between the state, labour and capital.
