Özet
Bu çalışma, 30 Ekim 1918’de imzalanan Mondros Mütarekesi’nden başlayıp, 23 Nisan 1920’de Büyük Millet Meclisi’nin açılışına kadar geçen dönemde, İstanbul ile Anadolu’nun, Ordu bürokrasisi ve sivil bürokrasi üzerindeki iktidar mücadelesini ele almaktadır. Diğer bir ifadeyle, bu çalışmada, İstanbul ve Anadolu’nun, askeri ve sivil bürokrasi üzerindeki çekişmelerine ayna tutulmaktadır. Her iki taraf da mutlak otoritelerini tesis edebilmek için, iktidarın en önemli unsurları olan üst düzey komutanları ve yüksek kademedeki yöneticileri kendi hedefleri doğrultusunda görevden alıp, yerine kendi idarecilerini getirmeye çalışmışlardır. İstanbul hükümetinin bütün tasfiyelerine rağmen, çekişmenin merkezinde bulunan Ordu’nun diri unsurları, Anadolu iktidarının hizmetine girmiş, ülkenin bağımsızlığı için mücaadele etmeyi seçmiştir. Ordu faktörü sayesinde sivil bürokrasi de nihayetinde ülkenin kurtuluşu için Anadolu iktidarının safında yer almıştır.
Abstract
This study examines the power struggle of Istanbul-Anatolia over the army and civil bureaucracy in the period between Mondros Armistice, signed on October 30, 1918, and the opening of the Grand National Assembly on April 23, 1920. In other words, this study reflects the conflicts of Istanbul and Anatolia for the power of the military and civil bureaucracy. To establish their absolute authorities, both sides sought to dismiss and to replace the most important elements of the power, such as the high-level commanders and administrators, in favor of their own goals. Despite all liquidations of the Istanbul government, the energetic elements of the Army, which was at the center of the conflict, chose to fight for the independence of the country and entered the service of the Anatolian power. Thanks to the military, the civil bureaucracy ultimately took side with the Anatolian power for the liberation of the country.
