Özet

Osmanlı Devleti, Cihan Harbi’nin mağlubiyetle neticelenmesi üzerine Mondros Mütarekesi’ni imzalayarak savaştan ayrılmıştır. Şartları son derece ağır olan bu ateşkes antlaşması, Osmanlı coğrafyasında Türk Milleti’ne hayat hakkı tanınmadığının da bir göstergesidir. Nitekim anlaşmanın hemen akabinde derhal işgal uygulamaları başlatılmış ve başta İstanbul olmak üzere pek çok yer işgal edilmiştir. İtilaf Devletleri, kendileri aleyhine millî bir direniş hâsıl olmasının da önüne geçmeye çalışmışlardır. Bu minval üzere, ehemmiyetle üstünde durdukları hususlardan biri, belki de birincisi Mütareke hükümlerinin uygulanıp uygulanmaması meselesidir. İtilaf Devletleri, özellikle de İngilizler, Mütareke hükümlerinin bihakkın uygulanmasının kendileri açısından elzem olduğunu düşünmüşlerdir. Zira Mütareke hükümleri uygulanamazsa direniş hareketleri hâsıl olabilir ve bu da İngilizler başta olmak üzere İtilaf Devletleri’ni zor durumda bırakabilirdi. Bu yüzdendir ki Anadolu’ya gönderdikleri subaylar ile Mondros Mütarekesi hükümlerinin ne derece uygulanıp uygulanmadığını tetkik etmeye çalışmışlar, aksaklık gördükleri hususlarda Osmanlı idarecilerini baskı altına almaya çalışmışlardır. Bu çalışmada, Osmanlı Arşivi belgeleri ışığında Mütareke hükümlerinin uygulanmasını tetkik amacıyla Anadolu’ya gönderilen subaylar ve amaçları hakkında bilgi verilmesine çalışılacaktır.

Abstract

The Ottoman Empire ended the war by signing the Armistice of Mudros upon the defeat of the World War I. The conditions of the armistice which are highly severe, is an indication that Turkish nation were not given the right of life in the Ottoman lands. As a matter of fact, immediately after the agreement, occupation of the lands was initiated and many places, especially Istanbul, were occupied. The Entente Powers also tried to prevent the organisation of a national resistance against them. In this atmosphere, one of the issues that they emphasized, and perhaps the first, was whether the provisions of the Armistice would be applied or not. The Entente States, in particular the Britain, felt that the provisions of the Armistice were essential for their implementation. If the Armistice provisions could not be applied, resistance movements could have arisen and this could leave the Allied Powers, especially the British, in a difficult position. For this reason, they sent officers to Anatolia and the officers tried to examine to what extent the provisions of the Armistice of Mudros have been applied. In necessary situations, they tried to put pressure on the Ottoman administrators. In this study, I will try to give information about the officers sent to Anatolia for the purpose of examining the application of the Armistice provisions, in the light of the documents of the Ottoman Archives.
