Özet
İki kutuplu sistemin sona erdiği, Batı liberalizminin tüm dünya üzerinde hakimiyetini hissettirdiği ve SSCB'nin dağılarak yerini Rusya Federasyonu'na bıraktığı 1990'lı yıllar, Türkiye ile Rusya arasındaki ilişkilerde önemli bir döneme tekabül etmektedir. Zira sosyalizmi geride bırakarak kapitalist ekonomiye eklemlenme uğraşındaki Moskova, ülke içinde gerçekleştirilen çeşitli reformlara paralel olarak dış ilişkilerinde yeni bir düzenlemeye gitmiş, bu durum Rusya'nın Türkiye ile arasındaki münasebetlere de tesir etmiştir. Taraflar arasındaki özellikle ekonomik ve ticari ilişkilerde ciddi bir açılımın yaşandığı bu dönemde, Kafkasya üzerinde yaşanan jeopolitik rekabet ilişkilerde çok yönlü bir işbirliğinin oluşumunu engellemiştir. Bundan ötürü 'sanal yakınlaşma' olarak adlandırılan bu dönemdeki ilişkiler, 2000'li yıllardaki ilişkilerin gelişimine zemin hazırlaması ve geçiş dönemine tekabül etmesi açısından önem arz etmektedir. Makalenin temel hedefi, bu dönemde ilişkilerin gidişatını belirleyen unsurları ortaya koyabilmektir. Bu bağlamda taraflar arasında sorun yaratan konular tek tek ele alınmış, bu sorunların aşılmasını sağlayan faktörler saptanmaya çalışılmıştır. Varılan sonuç, taraflar arasındaki krizlerin oluşmasında ya da aşılmasında ve ilişkilerin genel seyrinde, her iki devletin de 'Batılı' kimliğini benimseme düzeylerinin ve genel olarak Batı dünyası ile ilişkilerinin belirleyici olduğudur. Bu bağlamda istikrarsız gibi görünen ilişkilerde aslında bir istikrarın var olduğu tespitine varılmıştır.
Abstract
The 1990s, which was characterized by the end of the bipolar system, the dominance of Western liberalism all over the world, the collapse of the Soviet Union, and the emergence of the Russian Federation, corresponded to a significant era in Turkish-Russian relations. After the fall of state socialism, Moscow sought to join capitalist economy, and introduced a new regulation in its international activities in parallel with various reforms inside the country. This transformation also influenced Russia's relations with Turkey. The 1990s witnessed new initiatives in economic and commercial relations between the parties. However, geopolitical competition in the Caucasus prevented the emergence of a multi-dimensional cooperation. Neverthless, as a transition period, 'virtual rapprochement' of the 1990s was of critical importance, because it paved the way for the development of mutual relations in the 2000s. The main objective of this article is to reveal the factors that determined the course of relations in the 1990s. In this context, problematic aspects of the relations are analyzed; and the factors that ensured solution of the problems are identified. The article argues that 'Western' identification level of two states and their relations with the West determined the formation and settlement of crises, and the general course of the relationship. In this context, despite the unstable appearance of the relations, the concept that best described Turkish-Russian relations in the 1990s was stability.
