Özet

Bu makale, barışı destekleme harekâtında yayg ın olarak başvurulan korunmuş bölgelerin kavramsallaştırılmasına katkı sağlamayı amaçla- maktadır. Bu suretle, p olitik ve askerî karar vericiler ile sahadaki stra- tej ik, op eratif ve taktik uyg ulayıcılar arasında kavramsal bütünlüğ ün, müşterekliğ in ve birlikte çalışabilirliğ in sağlanması hedef lenmiştir. Bu maksatların yerine getirilebilmesi için korunmuş bölge uyg ulaması ön- celikle hukukî boyutuyla analiz edilmiştir. Kavramın süreç inceleme- si, uluslararası müdahale, barışı destekleme harekâtı ve devletin ege- menlik haklarının kullanılması çerçevesinde yap ılmıştır. Bu kapsamda uluslararası g üvenlik ortamının koşullarının süreç içerisinde BM’nin barışı koruma f aaliyetlerinin kapsam ve niteliğ ini dönüştürdüğ ü g ibi g üvenli bölge kavramını da nasıl bir değ işime tâbi tuttuğ u irdelenmiştir. Bu analizin sonucunda, kavramın uyg ulamaya hang i biçimlerde yan- sıdığ ı, g üdülen maksada göre nasıl şekillendiğ i sahadan örnekleriyle ortaya konmuştur.

Abstract

This article aims to contribute to the concep tualization of p rotected ar- eas, which is widely used in p eace supp ort op erations. Thus, it is aimed to p rovide concep tual integ rity, commonality and interop erability be- tween p olitical and military decision-makers, and strateg ic, op erative and tactical p ractitioners. Primarily f or these p urp oses, legal dimen- sions of p rotected areas have been analyzed. The concep t review p rocess is made within the context of international intervention, p eace supp ort op eration and the use of state sovereignty rights. In this context, sp ecif i- cally in regard to the transf ormation of the scop e and nature of the UN ’s p eacekeep ing op erations, the ways in which the conditions of the inter- national security environment have changed the concep t of p rotected areas is also discussed. As a result of this analysis, the way in which the concep t is transf erred to p ractice and how it is shap ed in accordance with the p urp ose intended is elaborated with examples f rom the f ield.
