Özet

Demokratik barış teorisi (DBT) 1980’lerden bu yana Uluslararası İlişkiler disiplini içerisinde en çok tartışılmış ve çalışılmış teorilerden birisi, belki de birincisidir. Buna rağmen DBT’ye yönelik Türkçe çalışmalar yok denecek kadar azdır. Bu makalede önce DBT’nin kökleri, teorik argümanları, tarihsel gelişimi ve ampirik desteğinin bir özeti sunulmaktadır. Daha sonra da DBT’ye yönelik teorik ve ampirik eleştirilerin ışığında bu teorinin bir değerlendirilmesi yapılmaktadır. Öz olarak belirtmek gerekirse, DBT literatürünün erken dönemdeki bulguları disiplinin içindeki ve dışındaki birçok kişiyi kalıcı bir uluslararası barış konusunda heyecanlandırmışsa da, bugün gelinen noktada demokrasi ve barış arasındaki ilişkinin gerçekliği ve gücü oldukça tartışmalıdır.

Abstract

The democratic peace theory (DPT) is one the most studied theories in the discipline of International Relations (IR) since 1980s. However, there are few, if any, studies in Turkish on DPT. In this article, I first provide a summary of the intellectual roots, theoretical arguments, historical evolution, and empirical sup- port of the DPT. I then make an extensive evaluation of the DPT in light of the theoretical and empirical critiques of the theory. Put briefly, I maintain that, de- spite the fact that the early findings in the DPT literature generated enthusiasm both within and outside of the discipline regarding a probable “eternal peace”, the factuality as well as the strength of the relationship between democracy and peace is highly contested today.
