Social policy and local administrations in the era of globalization

Özet

Küreselleşme çağında bütün dünyada yaşanan çok büyük çaplı ekono- mik, toplumsal ve siyasal değişmelere şahit olunmaktadır. Yeni dünya düzeninde meydana gelen bu değişmeler birtakım sorunları da berabe- rinde getirmiştir. Bu karmaşık sorunların başında, işsizlik, yoksulluk, gelir adaletsizlikleri, sosyal güvenlik ve sosyal hizmetler gibi sosyal poli- tika kapsamındaki sosyo-ekonomik sorunlar gelmektedir. Küreselleşme sürecindeki toplumların bu karmaşık sosyo-ekonomik sorunları, sosyal politikaların değişik boyutlarda ele alınmasını gerekli kılmıştır. Bu ça- lışmada, küresel, ulusal ve yerel olmak üzere değişik boyutlarıyla ele alınan sosyal politika olgusu, özellikle yerel yönetimler düzeyinde irde- lenmiştir. Küreselleşme sürecinde değişime uğrayan yerel yönetimlerin sosyal politikaların oluşturulması ve uygulanmasındaki yeni işlevleri teorik düzeyde tespit edilmeye çalışılmıştır. Konuya ilişkin mevcut lite- ratürden yararlanılarak mantıksal çıkarım yoluyla gerçekleştirilen bu çalışmada, halkın ihtiyaç ve beklentilerine yerinde ve etkin cevap vere- bilecek sosyal politikaların oluşturulmasında yerel yönetim birimleri- nin sahip olduğu avantajların saptanması amaçlanmıştır. Araştırma sonuçları küreselleşme sürecinin yerel yönetimlere sosyal politikaların oluşturulmasında ve uygulanmasında yeni birtakım fonksiyonlar ka- zandırdığını göstermiştir. Ayrıca merkezi yönetimler tarafından oluştu- rulan makro seviyedeki sosyal politikaların yerel gerçeklere ve bölgesel ihtiyaçlara uygun hale getirilebilmesinde yerel yönetimlerin önemli bir rol üstlendiği saptanmıştır.

Abstract

In the globalization era, it have been witnessed a very large scale eco- nomic, social and political transformations all over the world. These changes occurring in the new world order have brought some problems together. Amongst these complex problems are socio-economic problems such as unemployment, poverty, income inequalities, social security and social services within the scope of social policy. These complex socio- economic problems of societies under the process of globalization have enforced the social policy to be tackled with from different dimensions. Consequently, it has been probed in this article that social policy is dealt with in regard to various aspects of the phenomenon such as the global, national, or local aspect, especially at the local government level. It has been tried to theoretically determine the new functions of social policy- making and implementation of local governments’ that have undergone change in the globalization process. Relying on inferences derived from the existing literature, this study aims to determine the advantages of the local government units in order to help the creation of social poli- cies which are able to respond efficiently and properly to the needs and expectations of the local people. Research results have shown that the globalization process has given some new functions in the social poli- cy-making and its implementation to local governments. In addition, it has been rummaged out that local governments play an important role streamlined to local realities and regional needs of the macro-level social policies created by central governments.
