Özet

Sovyet sonrası devletlerde 'renkli devrimleri' takip eden yıllarda, yeni seçilen yönetimler demokratik rejimi güçlendirme sürecinde, organize edilmiş protestolara güvenlik güçlerinin ve askeri güçlerin belli yerlere konuşlandırılması, medyayı kontrol altına alma, eski rejimi protesto eden göstericilerin ve provokatörlerin yerlerini değiştirme ve sıkıyönetim kurallarını dayatmayla kabul ettirme gibi yöntemlerle karşılık vermiştir. Bu da, kriz dönemlerinde otoriteye meydan okuyanların gücü korumak için kendilerinden öncekilerle aynı metotlardan faydalandıklarını gösterir. Bu çalışma, 2005- 2007 yılları arasında devrim sonrası Gürcistan ve Kırgızistan 'daki karşıt grupların, güvenlik sektöründeki reformların ve devletin baskıcı tutumlarının özelliklerini analiz etmek için hazırlanmıştır. Ayrıca, görevdeki liderlerin tepkilerinin karşıt grupların tavırlarına göre değişiklik gösterdiği ve orta vadede yöneticilerin pozisyonlarını devam ettirmek için hala devam eden Sovyet dönemi kolluk güçlerine dayandığı hipotezlerini test etmek uygulanmıştır.

Abstract

In the years following the “color revolutions” in post-Soviet states, newly elected leaderships in the process of consolidating democratic regimes have responded to organized protests with tactics such as the deployment of security services and militia, control of the media, mobilization of pro-regime counter-demonstrators and provocateurs, and the imposition of emergency laws. This suggests that once in office, former challengers to authoritarian rule will utilize similar methods of retaining power during crisis periods as their predecessors. The present study seeks to analyze the relationship between the characteristics of opposition groups, the extent of security sector reform (SSR), and the level of repressive government responses by post-revolution regimes in Georgia and Kyrgyzstan during the critical period of 2005-2007. This is applied in order to test the hypotheses that the relative characteristics of opposition groups will differently affect the character of responses by incumbent leaders, and that continued reliance on Soviet-era policing patterns provides the executive with a cost-effective organizational resource for maintaining their position when threatened by opposition demands in mid- term.
