Kamu sektöründe rekabetçi anlayışın teorik temelleri

Özet

Bu çalışmada etkin ve işlevsel özel sektör karşısında eleştiriye uğrayan ve sürekli olarak yeniden yapılandırılması tartışılan kamu sektöründe, son yıllarda gündeme gelen rekabetçi anlayış incelenmektedir. Kamu sektörü etkinleşebilmek için özel sektörle rekabet edebilmeyi hedef olarak belirlemiş ve bu yönde kendisini yeniden kurgulamıştır. Bu sürece yol açan en önemli etken yeni sağ düşünce olmuştur. Bu çalışmada; yeni sağ düşüncenin ortaya koyduğu ve son yıllarda kamu yönetimini doğrudan etkileyen, Thatcherizm, Reaganizm, serbestleştirme özelleştirme ve yeni kamu hizmeti anlayışı ana hatlarıyla değerlendirilmiştir.

Abstract

In this study, competetive concept in public sector which is continuously criticised and being thougt that to be reformed according to efficient and effective private sector, that is in nowadays agenda is analysed. Public sector aimed to compete with private sector so that to be efficient and in this way it was reformed by itself. Most important factor caused this process was new right thought.
