Dünya Bankasının Yeni Uluslararası Yoksulluk Sınırları ve Küresel Yoksulluğun Yeniden Değerlendirilmesi

Özet
Dünya Bankası, küresel yoksulluk algısının oluşumunda ve yoksulluğa yönelik mücadele de önemli uluslararası kurumlardan biridir. Özellikle yoksulluğu ölçmeye yönelik geliştirdiği uluslararası yoksulluk sınırı (1,90 ABD Doları), küresel yoksulluğun boyutlarının tahmininde kullanılan en yaygın kriterdir. 2018’de Dünya Bankası, uluslararası yoksulluk sınırına tamamlayıcı olarak daha yüksek refah seviyelerini yansıtan mutlak ve göreli yeni yoksulluk sınırları ile çok boyutlu bir yoksulluk endeksi geliştirmiştir. Bu çalışmanın amacı mevcut uluslararası yoksulluk sınırı ile yeni geliştirilen sınır ve endekse göre küresel yoksulluğun boyutlarının ve görünümünün hangi yönde değiştiğini ortaya koymaktır. Çalışma, ağırlıklı olarak Dünya Bankasının doküman ve verilerine dayalı bir literatür taraması ve durum analizine dayanmaktadır. Dünya Bankasının geleneksel olarak kullandığı 1,90 ABD Dolarlık uluslararası yoksulluk sınırına göre %10 olarak tahmin edilen küresel yoksulluk, yeni yoksulluk sınırlarına göre hesaplandığında artmaktadır. Son yirmi yıldır uluslararası düzeyde sürdürülen yoksullukla mücadele ile aşırı yoksulluğu yarı yarıya azaltma hedefi gerçekleşmiş olmakla birlikte, yoksulluk tanımı genişletildiğinde hâlâ yoksulluğun dünyanın en önemli sorunlarından biri olarak varlığını sürdürdüğü görülmektedir.
Abstract
The World Bank is one of the important international institutions within the creation of perception for poverty and the fight against poverty. Particularly the international poverty line (1,90 US Dollar) it has created oriented at measuring the poverty is the most commonly used criteria in predictions made for the dimensions of global poverty. The World Bank created a multidimensional poverty index with the new absolute and relative poverty line reflecting higher welfare levels as a complementary to the international poverty line in 2018. The aim of this study is to show in what ways the dimensions and appearance of global poverty deflected with the current poverty line and according to the threshold and index evolved. The study is mainly based on a literature review and situation analysis based on the documents and data of the World Bank. The global poverty that is estimated 10 percent according to the 1,90 US Dollar international poverty line used traditionally by the World Bank increases when it is calculated according to the new poverty lines. The target of reducing extreme poverty by half is met with the fight against poverty sustained at an international level in the last twenty years, nonetheless, when the definition of poverty is extended it is seen that poverty still subsists to be one of the most important problems of the world.
