Örgütsel Güvenin İhbarcılık (Whistleblowing) Üzerine Etkisi: Hemşireler Üzerinde Bir Çalışma

Özet
Amaç: Sağlık sektöründe yapılan hatalar hayati önemde olumsuz sonuçlar doğurabilmektedir. Bu hataları azaltmak ve kaynaklarını tespit edebilmek için ihbarcılık önemli bir araç olarak kullanılmaktadır. Bu çalışma ile hemşirelerin örgütsel güven algılarının ihbarcılık üzerindeki etkisi ile ihbarcılık davranışları ve örgütsel güven algılarının sosyo-demografik özelliklere göre farklılık gösterip göstermediğini belirlemek amaçlanmaktadır. Yöntem: Çalışmanın evrenini Ankara’da faaliyet gösteren bir eğitim ve araştırma hastanesinde çalışan hemşireler (276) oluşturmaktadır. Evrenin tamamına ulaşmak hedeflenmiş ve %64,1’ine (177) ulaşılmıştır. Katılımcıların örgütsel güven düzeyleri “Örgütsel Güven Envanteri” ve “Bireyler Arası Güven Ölçeği” ile İhbarcılık davranışları “Whistleblowing”” ölçeği ile incelenmiştir. Bulgular: Araştırmaya katılan hemşirelerin genel ihbarcılık puanı ortalaması 3,24±0,48, en yüksek ortalama ise 4,19±0,71 ile resmi ihbarcılık boyutundadır. Hemşirelerin genel örgütsel güven puanı ortalaması 3,85±0,53, en yüksek ortalama ise 4,20±0,56 ile yöneticiye güven boyutundadır. Modelde yer alan boyutlar arasındaki ilişki incelendiğinde, en yüksek ilişkinin örgütsel güven genel ve içsel ihbarcılık arasında olduğu görülmektedir (ρ=0,338, p<0,01). İkinci ve üçüncü en yüksek ilişki sırasıyla yöneticiye güven ve içsel ihbarcılık (ρ=0,286, p<0,01) ile çalışanlar arası güven ve içsel ihbarcılık (ρ=0,283, p<0,05) boyutları arasındadır. Ayrıca ihbarcılık genel ile örgütsel güven genel (ρ=0,236, p<0,01), örgüte güven (ρ=0,205, p<0,01), yöneticiye güven (ρ=0,195, p<0,0) ve çalışanlar arası güven (ρ=0,161, p<0,05) olmak üzere örgütsel güvenin tüm boyutları ile istatistiksel olarak anlamlı bir ilişkisi bulunmaktadır. Sonuç: Çalışanların olumsuz durumları ihbar edebileceği ve sonrasında ihbarcı olma nedeniyle başına gelebilecek olumsuz durumları azaltacak, kurum kültürüne dönüşecek bir örgütsel güven ortamı oluşturulmalıdır.
Abstract
Objective: The mistakes made in healthcare may have negative consequences which are of vital importance. Whistleblowing is used as an important tool to reduce these mistakes and identify their sources. The aim of this study is to specify the impact of nurses' perceptions of organizational trust on whistleblowing and to determine whether their whistleblowing behaviours and perceptions of organizational trust differ according to sociodemographic characteristics. Method: The study population consisted of the nurses (276) working at a training and research hospital in Ankara. The study targeted at reaching the whole population and 64,1% (177) of it was reached. The level of organizational trust among the participants was measured using the "Organizational Trust Inventory" and the "Interpersonal Trust Scale"; their whistleblowing behaviours were examined through the "Whistleblowing Scale". Findings: The total mean score for whistleblowing among the nurses participated in the study was 3,24±0,48 and the highest mean was for formal whistleblowing dimension with a score of 4,19±0,71. The overall mean score of the nurses on organizational trust scale was 3,85±0,53 and the highest average was for the "trust towards manager" dimension of the scale, with a score of 4,20±0,56. When the relationship between the dimensions in the model is examined, the most extensive relationship was observed between the organizational trust in general and internal whistleblowing (ρ=0,338, p<0,01). The second and third most extensive relationships were seen between the trust towards the manager and internal whistleblowing (ρ=0,286, p<0,01) and between the trust among the employees and internal whistleblowing (ρ=0,283, p<0,05), respectively. Besides, a statistically significant relationship was found between the whistleblowing in general and all dimensions of the organizational trust, including the organizational trust in general (ρ=0,236, p<0,01), the trust towards the organization (ρ=0,205, p<0,01), the trust towards manager (ρ=0,195, p<0,01) and, the trust among the employees (ρ=0,161, p<0,05). Conclusion: An organizational trust environment, where the employees may report negative situations and that will reduce the negative consequences they may experience due to being a whistle-blower and will turn into a corporate culture should be created.
