Özet

1918 Ekim ayında tehcir edilen ahalinin geri dönüsüne izin verilmesinin ardından Ermeniler geri dönmeye baslamıstır. Geri dönüs ilk bakısta Ermeni toplumu açısından yasanan acı ve yıkımın bitisi gibi gözükse de, bu süreç aslında Ermeni kadın ve çocuklarının cemaatlerine teslim edilisi, gayrimüslimlerin artan asayissizlik dolayısıyla Anadolu içlerinden sahil bölgelerine kaçısı ve emval-i metrukenin iadesi gibi kendine has bambaska problemleri beraberinde getirmistir. Bu makale Ermeni toplumu açısından oldukça çetrefilli bir mesele haline gelecek olan emval-i metrukenin iadesi konusunu incelemektedir. Meselenin bu kadar çetrefilli bir hal almasında Ermeni emval-i metrukesinin ciddi bir kısmının savas süresince bizzat devlet organlarınca tasfiye edilmesi ve tehcir süresince pek çok Ermeni'nin hayatını kaybetmis olması en önemli etkenler olmustur. Kayseri Sancagı üzerinden yaptıgımız inceleme göstermektedir ki her bölgenin kendi özgün sartları vardır ve bu hususları dikkate almadan yasanan süreci degerlendirmenin imkanı yoktur. Yerel otoritelerin tavrı, güvenlik problemleri ve emval-i metrukeye yerlestirilmis muhacir ve mültecilerin sayısı gibi faktörlerin her biri emval-i metrukenin iadesi sürecinde belirleyici etkilerde bulunmustur.

Abstract

Upon the decision for the return of the deportees in October 1918, Armenian deportees began to repatriate. The return process was not problem-free and raised some issues; such as the delivery of Armenian women and children to their community, the rise of insecurity resulting in the flight of the Armenian population to coastal areas, and the restitution of the abandoned properties. This article analyzes the last subject that emerged as a controversial issue for the Armenian population since their properties had been liquidated and most of the deportees lost their lives during the deportation. The analysis of the restoration process in Kayseri sanjak demonstrates that this topic has to be examined considering variations in different localities. The attitude of the local authorities, security issues and the number of refugees and immigrants who had settled in the properties that had been abandoned by Armenians all had definitive impacts on the restitution.
