Burjuva devlet formundan kaçış yöntemi olarak neoliberal polis reformu: Türkiye örneği

Özet
Sovyetler Birliğinin dağılmasının ardından dünyada ve Türkiyede polis reformu olarak adlandırılan bir sürecin işleme konulduğu görülmektedir. Bu süreçte polis aygıtları yeniden yapılanmakta, Soğuk Savaş döneminde gösterdikleri teknolojik ve siyasi zaafiyetler giderilmeye çalışılırken yeni siyasi ve toplumsal misyonlar üstlenmektedir. Neoliberal değişim dalgasının şampiyonu ilan edilen polis teşkilatlarının bu dönüşümü nasıl okunmalıdır? Polis reformu nedir? Bu sorularla yola çıkan makale, polis reformunun temel unsurlarını ve ardında yatan mantığı Türkiye örneği üzerinden sergileme ve post-Sovyet dönemde polis aygıtlarında gerçekleşen bu değişimin burjuva devletin yeniden yapılandırılmasında nereye oturduğunu anlama uğraşının bir ürünüdür. Polis reformunun, burjuva devlet ve ona bağlı olarak şekillenen modern siyasal alanın bir tür çözücüsü olarak işlev gördüğünü iddia eden bu makale, aynı zamanda polis aygıtlarının bu süreçte devlet-dışı, devlet karşıtı aktörler olarak şekillendirildiğini gösterir. Nitekim Türkiyede polis, kendisini neredeyse bir sivil toplum aygıtı olarak kurgular ve özellikle toplum destekli polislik felsefesi ve uygulaması üzerinden Türkiyede devlet-toplum ilişkisine yeni bir biçim vermeye çalışır. Bu nedenle makale, polis aygıtı ile modern burjuva devlet arasındaki ilişkinin kökenine dair teorik bir tartışmayı da bünyesinde barındırır. Makaleye göre, bu ilişkinin sınıf temelli bir çözümlemesi yapılmadan polis reformu denilen sürecin gerçek yüzü ortaya çıkarılamaz. Zira neoliberal polis reformu, sermaye sınıf erkinin gerek polis gerek modern siyasal alan üzerinden yeniden sağlamlaştırılmasının asli araçlarından biridir.
Abstract
This article provides a critical analysis of the post-Soviet police transformation that has been on the agenda for about two decades all over the world. To elaborate and rethink this analysis within a concrete historical process, the transformation of the police in Turkey is analysed. However, as the number of political science-based studies on the police are very limited, it is proved to be impossible to produce critical knowledge on police transformation without developing a theoretical framework on the nature of the modern police and the socio-political tensions embedded in it. Hence, before analyzing the neoliberal period, the article attempts at developing a class-based theoretical frame work on the formation of the modern police in the 19lh century, and concludes that the modern police apparatus has been shaped by a specific political division of labour between state power and class power. Having analyzed the neoliberal police reform with the help of this theoretical toolset, the article maintains that in the neoliberal era the police apparatuses have been reintroduced to the political sphere as "anti-statist non-state* actors, and started making transformative interventions in the modern political field. The police restructured as a non-state actor has been dissolving the modem political field through various strategies, In fact, the police apparatus in Turkey has been constructing itself even as a "civil society" organization, and redefining the processes of legitimation, and mass participation of people in politics -which are necessary aspects of modern political field- through its new police ideology. The main argument of the article is that this process as a whole is one that restores the class power of the capitalists over the police.
