Özet

Güney Afrika Cumhuriyetinde iç güvenlik, polislik ve istihbarat hizmetleri 1996 yılına kadar farklı yapılara sahip olan yerel polis teskilatları tarafından yürütülmüs iken 1996 yılında kabul edilen yeni anayasa ile birlikte Güney Afrika Polis Servisi (SAPS) adı altında tek bir çatı altına toplanmıstır. Buna göre ülke çapında yeniden örgütlendirilen SAPS merkez ve dokuz bölgedeki tasra teskilatından olusmaktadır. Devlet baskanı tarafından atanmakta olan Polis Genel Müdürü teskilatın sevk, idare ve kontrolünden sorumlu kılınmıs olup Kamu Güvenligi Bakanına baglı olarak çalısmaktadır. Merkezde Genel Müdüre baglı bes Genel Müdür Yardımcısının her birine baglı üç veya dört daire baskanlıgı vardır. Tasrada ise yine polis genel müdürüne baglı dokuz bölgeden sorumlu bölge müdürleri olup bu bölgelerin altında ayrıca illerden sorumlu il polis müdürleri görev yapmaktadır. Toplam nüfusu 44.187.637 olan Güney Afrika Cumhuriyeti’nde genel ortalamaya göre 374 kisiye bir polis düsmektedir. Gerekli sartları tasıyıp yazlı, tıbbi ve fiziki sınavları geçen polis adayları üç asamadan olusan bir egitim döneminden geçtikten sonra polis memuru olarak atanırlar. Güney Afrika Polis Servisi özellikle 1996`dan itibaren çok uzun zamandan beri bozuk olan polis-vatandas iliskilerini düzeltmeyi ve polisin halkın gözünde mesrulugunu artırmayı amaçlamıs olup bu baglamda toplum destekli polisliginin degisik bir sekli olan “Sektör Polisligi”ni uygulamaya koymustur.

Abstract

The current domestic security in the Republic of South Africa is provided by South African Police Service, which was established based on a newly accepted constitution in 1996. On the basis of changes in constitution, both the police and intelligent services in South Africa has been centralized in structure, formed of one central and nine local police organizations across the country. The General Director of South African Police Service, appointed by the President of the country, is responsible for supervising, managing, and administering the entire organization in connection with Public Security Ministry. There exist four or five deputy directors worked for general director. There are also three or four department chiefs allocated to each deputy director. The country is fragmentized into nine provinces, and a police chief connected to general director is responsible for each province. There are also a certain number of city police chiefs under the command of province chiefs. In the Republic of South Africa, where the total population is 44,187,637, the ratio of police officers to the total population is 1 to 374. Police applicants who have satisfactory requirements for the job are assigned as police officers followed by a completion of three phase training: Written, physical, and health. South African Police Service has aimed to increase the legitimacy of police in the eyes of the public by improving the police-community relations and has recently adopted a strategy called “Sector Policing”, which is a different version of Community Oriented Policing.
