Özet
Etkili bir polislik yapabilmek için en temel zorunluluklardan birisi polis-halk ilişkilerinin geliştirilmesi ve "iyi" polis imajının sağlanmasıdır. Modern polislik anlayışında halkın destek ve yardımını almadan polis örgütlerinin başarılı olamayacağı ilkesi benimsenmektedir. Polis ve halk arasında sağlıklı bir ilişkinin kurulması için en elzem koşullardan birisi, her iki tarafın da buna istekli olmasıdır. Son yıllarda bu konudaki talep ve çabalarını ortaya koj^an Türk emniyet teşkilatındaki en önemli açmazlardan birisi bu ilişkiyi kurup geliştirmesi beklenen elemanların teşkilata alımında yaşanmaktadır. Polisler iyi polis imajını iyileştirmeye istekli, topluma hizmet götürmeyi kendisine vazife bilecek elemanlar olmanın yanı sıra dürüst ve ahlâklı insanlar olmalıdır. Bu değer yargılarım taşıyan polis adayları seçilmeli, bu temel gereksinimlerden uzak adaylar daha işin başında reddedilmelidir. Böylece doğal olarak sonradan doğabilecek problemlerin önüne geçilebilecektir. Bu makalede sistemdeki mevcut olumsuzlukların üstesinden gelebilme ve iyileştirme .için gerekli çözüm yolları tartışılmaktadır. Bu bağlamda, polisliğe başvuranların arasından en temel şart olarak gördüğümüz tarafsız, kendine güvenen, ruhi ve fiziki arızalardan uzak, dürüst ve yeterli eğitimi almış insanların seçilmesi tartışmanın temel noktasını oluşturmaktadır.
Abstract
One of the essential requirements for efficient policing is the enhancement of police-public relations and the promotion of "good" police image. It is a common accepted principle in modern policing that no police organization will be succesful without public support and co-operation. One of ihe key elements to establish proper relations between police and public is the willingness of both parties to collaborate in this process. Whilst the Turkish National Police Force has already displayed its requirements and achievements on this issue during recent years, it still faces a dilemma with regard to., the recruitment process of new recruits. Police officers should promote a good police image, show a willingness to serve the community, be honest and have integrity. Police cadets should be recruited with these values in mind and candidates found lacking these basic qualities should be rejected at the outset. This should, of course, prevent problems occurring at a later stage. This paper discusses how to overcome existing shortfalls of the system and solutions to improve it. Within this context, the very basic requirement of a potential Police Officer's that they be, impartial, self-confident, free from physical and mental disabilities, honest and educationally qualified, constitutes the main discussion point in this paper.
