Özet
Birleşmiş Milletler (BM) Polis Gücü, soğuk savaşın sona ermesinden sonra barışı koruma harekâtlarının esaslı bir unsuru hâline gelmiştir. Bu bağlamda, BM Polis Gücü Bölümü de, BM Barışı Koruma Harekâtları Dairesinde Güvenlik Kurumları ve Hukukun Üstünlüğü Biriminin altında, bağımsız bir bölüm olmuştur. Artan BM misyonları ile birlikte BM Polis Gücünün gözlem ve rapor etme görevlerine, yeni birtakım görevler de eklenmiştir. Bu yeni görevlerin icrası için BM, ülkemizdeki Emniyet Teşkilatında yer alan çevik kuvvet polis birimine denk olan Birlik Hâlindeki Polis Gücü (Formed Police Unit- FPU) adı altında yeni bir oluşuma gitmiştir. BM Polis Güçlerinin sayı ve yetkilerinin artmasına karşın, nitelikli ve eğitimli personel temininde, harekâtların planlanmasında ve icrasında problemlerle karşılaşılmaktadır. BM, harekâtların icrasını kolaylaştırmak için devamlı suret te görev yapacak bir Hazır Polis Kuvveti oluşturmuştur. Bu çalışmada, barışı koruma harekâtlarında polis güçlerinin sürekli artmakta olan rolü üzerinde durmak ve BM Polis Gücü Doktrini konusunda bilgi vermek amaçlanmıştır.
Abstract
After the end of the cold war, United Nations (UN) Police became an essential element in peacekeeping operations. The UN Police D ivision also became an independent unit within the Office of Rule of Law and Security Institutions, a subunit of the UN Department of Peacekeeping Operations. Along with increased UN missions, there has been an expansion of the tasks of UN and UN Police is expected to perform in addition to observing and reporting duties. UN has established Formed Police Units - FPU, similar to the Riot Police Branch in Turkey, to encounter those tasks. While their number and authority have increased, UN Police missions have faced the problems such as recruiting trained -experienced personnel, planning and conducting operations. UN established a standing police capacity force in order to overcome those problems. In this paper, it is aimed to focus on the growing role of police in peacekeeping operations and to give information about UN Police Doctrine.
