Türkiye’nin stratejik önceliği: AB ya da bilgi toplumu

Özet

Bu çalışmada, bilgi toplumundaki gelişmelere değinildikten sonra bilgi toplumuna geçişte başarılı olan ülkeler analiz edilmekte. Daha sonra, Türkiye'nin AB üyeliğine ilişkin olarak AB’nin tutumu ile Türkiye'deki görüşler özetlenmektedir. Ayrıca AB’nin bilgi toplumu olma gayretlerine değinilerek AB’de Türkiye'ye karşı oluşan tavır ve Türkiye'nin kendi çıkarları açısından AB üyeliği ya da bilgi toplumu hedeflerinden hangisine öncelik verilmesi gerektiği ortaya koyulmaktadır. Türkiye’nin tek başına AB üyeliğine odaklanması, Türkiye’nin hem AB üyeliğini hem bilgi toplumuna geçişini garantilemiyor. Oysaki bilgi toplumuna odaklanarak başarılı olmuş bir Türkiye için AB üyeliği bir ara hedef olarak kendiliğinden gerçekleşme şansını getiriyor. Bu nedenle Türkiye'nin stratejik önceliği bilgi toplumuna geçiş olmalıdır.

Abstract

This study mentions the developments in information society and analyses the countries that are successful in making the transition to the information society. As for Turkey’s membership to the European Union (EU), the views in Turkey concerning EU’s position are subsequently summarized. Besides, the study mentions the EU efforts of becoming an information society, and puts forward the stance that is formed in the EU against Turkey and which should be the priority for Turkey among the objectives of being a member to the EU or becoming an information society when her interests are concerned. Turkey’s sole focus on the EU membership doesn’t guarantee Turkey’s becoming either a member to the EU or an information society. However, for a successful Turkey that has achieved this success by focusing on the notion of information society, membership to the EU turns out to be realized automatically as a minor objective. Therefore, Turkey’s strategic priority should be becoming an information society.
