Savunma sanayi stratejisinin yeniden belirlenmesi ve Türkiye'nin güvenliğine etkisi

Özet

Ülkemizin bulunduğu coğrafi bölgede ulusal güvenliğini sağlayabilmesi ve sürdürebilmesi için, caydırıcı nitelikleri yüksek güçlü bir silahlı kuvvetlere ihtiyacı vardır. Silahlı kuvvetler ise, iyi eğitilmi personelinin yanında ileri teknolojiye sahip ve etkinsavunma sistem ve teçhizatı ile donatıldı ında caydırıcı olabilir. Söz konusu savunma sistem ve teçhizatı ülke güvenliğinin kesin olarak sağlanması için büyük oranda millî savunma sanayi tarafından üretilmelidir. Millî savunma sanayisinde, ileri teknolojiye sahip savunma sistem ve teçhizatının kullanılması diğer ülkelere bağımlılığı engellediğinden dış politikanın da ulusal çıkarlar doğrultusunda uygulanmasını sağlar. Savunma sanayini geliştirememi dolayısıyla dışa bağımlı silah sistemleri ile ülke savunmasını ve caydırıcılı ını sağlamaya çalışan ülkeler uluslararası stratejik amaçlarını gerçekle tirmede bağımsız bir dış politika izleyememekte ve uluslararası alanda güvenliklerini sağlayamamaktadırlar. Bu ülkeler sadece dışpolitikalarını değil bazı durumlarda iç politikalarını da silah satın aldıkları ülkelerin stratejik hedefleri doğrultusunda ekillendirmektedirler. Bu nedenle ileri teknolojiye sahip savunma sistem ve teçhizatını üretebilen bir millî savunma sanayisinin varlığı ulusal güvenlin sağlanmasında temel teşkil etmektedir. Günümüzde savunma alanında gelinen noktada sayısal üstünlük elde etmekten ziyade vurucu gücü üst seviyede olan, ileri teknolojiye sahip, özgün, diğer ülkelerden izin almadan kullanılabilecek savunma sistem ve teçhizatına sahip olmak gerekmektedir. Gelişmiş ülkeler de bu nedenle savunma sanayisinde teknoloji üretimine geni bir araştırma ve geliştirme kaynağı ayırmakta ve savunma teknolojilerini sürekli olarak geliştirmektedir. Bu kapsamda çalışmanın amacı savunma sanayi stratejisinin savunma sistem ve teçhizatının millî savunma sanayisi vasıtasıyla karşılanabilirliğini sağlayacak şekilde yeniden belirlenmesi ve belirlenen stratejinin ülkemizin güvenliğine yapacağı katkıların ortaya konmasıdır.

Abstract

To maintain and perpetuate national security a nation needs strong armed forces that have high deterrent qualities in that country’s geographic region. The armed forces can be a deterrent if equipped with advanced technology as well as efficient defense systems and equipment in addition to having well-trained personnel. To ensure the exacting security of the country, defense systems and equipment need to be produced largely by the national defense industry. The use of advanced technology defense systems and equipment that the national defense industry has developed prevents having to use other countries’ defense equipment and allows for the implementation of foreign policy in line with the national interest without having to consider the relationship with the selling country. Countries that could not develop their defense industries in order to try to be independent, but instead have to deter enemies with defense systems bought from other countries, have trouble securing the country in line with their strategic goals and maintaining an independent foreign policy. However, in some cases the selling countries are also shaping their foreign and domestic policies in line with the strategic objectives of the country that bought the weapons. Therefore, the existence of high-tech defense systems and equipment produced by a national defense industry is fundamental to ensuring national security. Today rather than having numerical superiority in defense, it is essential to have a unique and high-level strike force with advanced technology that can be used without permission of other countries. For this reason the developed countries allocate huge resources to research and development so that they permanently improve defense technology. In this context, the aim of this study is to redefine the defense industrial strategy in order to procure defense systems and equipment from their own national defense industry and to evaluate its contributions to the security of the country.
