Özet

Bu çalışma, Cumhuriyet dönemi iktisat tarihi başta olmak üzere, Türkiye’de sosyal bilim alanına çok büyük katkılarda bulunmuş olan İlhan Tekeli ve Selim İlkin’in yükseköğretim üzerindeki katkılarını, tarihsel bir bakış açısından, ana hatlarıyla incelemeyi ve onların çalışmaları açısından gözlem ve önerilerde bulunmayı amaçlamaktadır. Tekeli ve İlkin’in katkıları doğrultusunda bu yazı, Türkiye yükseköğretim sisteminin Batı’daki emsallerine kıyasla çok daha kısa bir geçmişe sahip olduğuna ve son dönemdeki atılımına karşın kimi önemli sorunlarla karşı karşıya olduğuna dikkat çekmektedir. Temel sorun alanları arasında âni ve hızlı genişleme, zaman zaman baskıcı bir kimlik de kazanan merkezi denetim, liyakat yerine belirli dünya görüşü temelinde kadrolaşma, etik sorunlar, fırsat eşitsizliği, atama ve yükseltme ölçütlerine ilişkin sorunlar ön plana çıkarılmakta ve bunların çözümüne ilişkin öneriler geliştirilmektedir. Çalışma, 2007 tarihli YÖK Yükseköğretim Strateji Raporu temelinde dış dünyadaki gelişmeleri gözeten, ancak ülke koşullarını esas alan ve öncelikle belirlenen sorun alanlarına yönelik köklü bir reform çağrısı yapmaktadır.

Abstract

The main purpose of this study is to highlight the main contributions of two prominent Turkish social scientists, İlhan Tekeli and Selim İlkin, in tracing the evolution of the Turkish system of higher education, identifying the main problem areas in historical perspective and developing policy recommendations for their solution. The study starts with a brief summary of the main approach of the two scholars to higher education on the basis of their main contributions in the field. It then traces the evolution of Turkish higher education from its Ottoman past to the present and identifies the main turning points. One point of emphasis is the late development of the Turkish system in comparison with its Western counterparts. Drawing on Tekeli’s and İlkin’s assessments, this study draws attention to the fact that the system has throughout its history been under foreign influence, with French, German, and more recently the American systems taken as models. The more recent sporadic attempts at reforming the system have had the same fate of being under foreign influence. Another characteristic of these reform attempts has been their overemphasis on basically administrative changes rather than drawing up a full-scale higher education strategy based on the structural features of the Turkish system. The only exception to this was the Higher Education Strategy drawn up by the Higher Education Council in 2007.
