Özet

Dünya tarihinin en etkili vakalarından olan savaşlar uzun ve sancılı süreçleri barındırır. Savaşların devletler tarihinde ayırıcı özelliklerinin yanı sıra birleştirici özellikleri de vardır. Öncesi ve sonrası ile etkisini sürdüren savaşlar toplumda devletlerin kendi iç çatışmalarına da ortam hazırlar. Bu polemikler genellikle üst bürokraside yaşandığı gibi basın ve yayın organlarında da kendini göstermiştir. Taraf olma, farklı kuvvetlerin yanında yer alma ve savaş sürecine dahil olma-olmama konuları genellikle polemik malzemeleridir. XX. yüzyılın başına gelindiğinde tıpkı önceki savaşlar gibi I. Dünya Savaşı devletlerin olduğu kadar insanlığın da tarihini değiştirmiştir. Bu savaşı farklı kılan ise dünya üzerinde bilinen dört kıtayı yakından ilgilendirmesidir. Savaş sonrasında dünyada pek çok bölgenin haritaları yeniden çizilmiştir. Savaştan en çok etkilenen ve hem toprak hem de insan kaybıyla ciddi bunalımlar yaşayan, savaşın sonlanmasından kısa bir süre sonra da tamamen yıkılan Osmanlı Devleti olmuştur. Osmanlı Devleti’nin savaşa dâhil olma süreci, devletin yönetim merkezinde ve basın hayatında tartışmalı günlerin yaşanmasına sahne olmuştur. Mevcut çalışmada Osmanlı Devleti içerisinde savaş öncesi ve savaş sırasında yaşanan taraf olma algısının iyi-kötü yakınlaşması penceresinden ele alınmaktadır. Bu yaklaşımlar sergilenirken ortak fikirde buluşma çabaları dönemin basın yayın organları merkezinden irdelenmiştir.

Abstract

Wars, one of the most effective cases in the history of the world, involve long and painful processes. Wars have discriminatory properties in the history of states, as well as unifying properties. The wars that continue to be effective during the pre and post war periods also pave the way for the internal conflicts of the states in society. These polemics are often experienced in the upper bureaucracy as well as in the press and media. The issues of taking sides, taking part alongside different forces, and being involved in and not being involved in the war process are often polemical material. By the beginning of the XXth century, just like the previous wars, the First World War changed the history of mankind as well as of the states. What makes this war different is that it concerns the four known continents on earth. After the war, maps of many regions around the world were redrawn. The Ottoman Empire, which was most affected by the war and experienced severe crises with the loss of both land and people, was completely destroyed shortly after the end of the war. The process of the Ottoman Empire's involvement in the war was the scene of controversial days in the administrative centre of the state and in the press. In this study, the perception of being a party in the Ottoman Empire before and during the war is discussed through the good-bad basis. While presenting these approaches, the efforts to meet in common opinion are analysed through the media organs of the period.
