Özet

Bu çalışmada lojistik merkezi yer tesisi seçim analizi işlemleri Coğrafi Bilgi Sistemleri (CBS) ve Çok Ölçütlü Karar Verme (ÇÖKV) ile birlikte gerçekleştirilmesi amaçlanmıştır. Lojistik merkez yer seçimi işlemleri için özelleşmiş bir CBS ara yüzü geliştirilmiş ve bütün analizler arayüz yardımı ile otomatik bir şekilde gerçekleştirilmiştir. Hiyerarşik yapıdaki birçok CBS analizini ve matematiksel işlemleri içerisinde barındıran bu işlem sürecinin çözümlenebilmesi için detaylı bir işlem algoritması oluşturulmuştur. CBS ara yüzüne bu algoritma ve literatür çalışmalardan derlenen lojistik merkez yer seçim kriterleri entegre edilmiştir. Ordu ilinin idari sınırlarında bulunan, pilot uygulama çalışmasında ise hedeflenen kriterler ile uyumlu 43 farklı uygun lojistik merkez yer tespit edilmiş ve sonrasında mülkiyet analizleri ile (kamu arazisi veya özel arazi) bu sayı 5’e düşürülmüştür. Çalışmada, topoğrafya (eğim), otoyol ağı, akarsuya, sanayi tesisleri, maden, arazi kullanımı, jeolojik yapı, toprak yapısı, doğalgaz hatları, göl, havalimanı ve mevcut limanlar gibi çevresel ve ekonomik açıdan önemli sayılacak coğrafi katmanlar kullanılmıştır. Sonuç olarak, yapılan bu çalışmada yer seçim süreçlerinde insan kaynaklı hatalar ve zaman kayıpları minimize edilmiştir. Çalışma sonucunda elde edilen CBS arayüzü, modifikasyonlar ile diğer CBS & ÇÖKV yer seçim analizlerinde kullanılabilir yapıda geliştirilmiştir.

Abstract

In this study, it is aimed to perform logistic center site selection analysis operations together with Geographical Information Systems (GIS) and Multi Criteria Decision Making (MCDM). A specialized GIS interface has been developed for logistics center location selection and all analyzes have been performed automatically with the help of the interface. A detailed process algorithm has been created in order to solve this process which contains many GIS analysis and mathematical operations in the hierarchical structure. The logistic center location selection criteria compiled from this algorithm and literature studies are integrated into the GIS interface. In the pilot implementation study in the administrative boundaries of the province of Ordu, 43 different eligible logistics centers were identified in accordance with the targeted criteria, and then this number was reduced to 5 with ownership analyzes (public land or private land). In the study, topography, land use, geological structure, natural resources etc. (9 criteria) are used in many environmental and economically important geographical layers. As a result, human source errors and labor/time losses are minimized in site selection processes. The GIS interface, which was obtained as a result of the study, has been developed in a structure which can be used in other GIS and MCDM location selection analyzes with modifications.
