Özet

Günümüzde işletmelerin rekabet edebilmeleri ve ülkelerin ekonomik açından gelişebilmeleri açısından araştırma ve geliştirme (Ar-Ge) ve yenilik çalışmalarının önemi büyüktür. Ar-Ge ve yenilik faaliyetlerinin özelliği gereği işletmelerin teknolojik açıdan güçlü hale gelebilmeleri için bu faaliyetlerin çeşitli politikalarla desteklenmesi ve teşvik edilmesi gerekir. Çalışmanın amacı, Ar-Ge ve yenilik faaliyetlerinde sağlanan indirim, istisna, hibe ve desteklerin neler olduğunu ortaya koyarak muhasebe standartları açısından ne şekilde muhasebeleştirilmesi gerektiği konusunda ilgili tüm kesimler için açıklayıcı bilgiler sunmaktır. İnovasyon kapsamında yapılan Ar-Ge faaliyetleri, TMS 38 Maddi Olmayan Duran Varlıklar Standardına göre araştırma giderleri gelir tablosunda dönem gideri olarak, geliştirme giderleri ise bilançoda varlık olarak muhasebeleştirilmelidir. Ar-Ge ve yenilik faaliyetleri karşılığında devletten elde edilen hibe ve teşvikler, TMS 20 Devlet Teşviklerinin Muhasebeleştirilmesi ve Devlet Yardımlarının Açıklanması Standardına ve 5746 Sayılı Kanuna göre özkaynaklarda özel bir fon hesabına kaydedilmesi gerekir.

Abstract

Today, research and development (R&D) and innovation activities have great importance in terms of the competitiveness of the enterprises and the economic development of the countries. The nature of R&D and innovation activities requires that these activities should be supported and encouraged by a variety of policies in order to enable companies to become technologically strong. The purpose of the study is, by setting out what is discount, exception, grant and support provided in R&D and innovation activities, to provide explanatory information for all interested parties on how accounting of them in terms of the accounting standards. R&D activities within the scope of innovation, according to Turkish Accounting Standard (TAS) 38 Intangible Assets, research expenses must be accounted as term expense in income statement. Development expenses must be accounted as equity in balance sheet. Grants and incentives obtained from the government in return for R&D and innovation activities, according to TAS 20 Accounting for Government Grants and Disclosure of Government Assistance and the Law No. 5746 must be accounted in a special fund account in equity.
