Neoliberal dönüşümün etkisinde tarımsal sula(ma)

Özet

Neoliberal politikaların etkisiyle tarımsal sulama alanında yerelleşme ve özelleştirmeye dayalı bir politika izlenmekte ve devletin hizmet alanından çekildiği, üreticiyi etkileyecek bir değişim süreci yaşanmaktadır. Araştırmanın amacı yasal mevzuat ve kurumsal raporlar üzerinden sulama hizmetinin hangi kurumlara devredildiğini ve verilmek istendiğini özetle ortaya koyarak dönüşümün ne yönde olduğunun irdelenmesidir. Bu irdeleme için araştırmanın genel çerçevesi ‘sulama hizmetini ifa eden yönetim, örgüt‘ konusu üzerinden çizilmiştir. Bu çerçevede araştırmada ele alınan örgütler; sulama birlikleri, su kullanıcı birlikleri ve 5762 sayılı kanun çerçevesinde sulama hizmetini belirli bir dönem için devralabilecek yabancı / sermaye şirketleridir. Sulama hizmetini üstlenen örgütün özelliği, yapı-işleyiş biçimi ve hizmet anlayışı dönüşüm sürecinin de aynası olmaktadır.

Abstract

The neoliberal transformations have paved the way for a policy based on localization and privatization, which resulted in a process whereby the state retreats from the irrigation services, and the producers are adversely affected. The aim of this paper is to highlight the route of this transformation by investigating the relevant legal documents and institutional reports in order to spot the entities which will benefit the handovers. The frame of this study has been drawn to include the actual institutions or management units in irrigation services. Thus irrigation unions, water users associations and foreign/ capital companies which could handover the irrigation services for a specific period according to law number 5762 have been selected as the entities to be studied. It is thought that the organizational features and the mind sets about the irrigation services of these institutions reflect the nature of the transformation process.
