Özet
Mısırda Kavalalı hanedanının 1952 Hür Subaylar darbesiyle tasfiye edilmesinden günümüze kadar, siyasal alanın güçlü bir devlet başkanlığı etrafındaki küçük bir yönetici kliğin egemenliğinde şekillendiğini ve otoriter bir yapı sergilediğini söylemek mümkündür. Bu çalışma, siyasal alandaki otoriteryenizmin tarihsel kökenlerinin Mısır modernleşmesinde yattığı savından hareket etmektedir. Mehmet Ali Paşa döneminde ekonomi, askeriye, sivil bürokrasi ve eğitim alanında gerçekleştirilen reformlarla Mısırda merkezi ve sürekli bir iktidarın oluşumuna yön verildiği görülmektedir. Bu reformlarla piramidin en tepesinde Mehmet Ali Paşanın bulunduğu ve Osmanlı-Mısır elitinin yönetim kademelerini tuttuğu merkezi bir iktidar yapısının oluşturulabilmesi amacıyla atılmıştır. Merkezi iktidarın en önemli özelliklerinden biri ise, yöneten Osmanlı-Mısır eliti ile yönetilen Mısırlılar arasındaki katı bir ayrıma dayanıyor olmasıdır. Dolayısıyla, Mısırdaki modern devletin doğasının önemli belirleyenlerinden biri bu söz konusu ayrımdır. Farklı siyasal ve ekonomik stratejilerle de olsa da, bu katı ayrımın Mısır siyasal hayatındaki yansımalarını 1952den sonra da görmek mümkündür. Bu bağlamda, Mehmet Ali Paşa döneminde ortaya çıkan iktidar yapılanması, 20. yüzyıl Mısırına önemli bir yönetim aklı ve stratejisi miras bırakmıştır.
Abstract
It can be said that, from the Kavalalı dynasty purged with Free Officers coup in 1952 till now, Egypt's political arena has been shaped by the hegemony of ruling elite gathered around powerful leadership and displays an authoritarian characteristic. This article claims that this authoritarianism's historical roots lies with the modernization process of Egypt. It can be seen that the reformation movement of the economy, military, bureaucracy and education system during the Mehmed Ali Pasha has led constitution of a central and perpetual political power. These reforms aimed to create the political power pyramid which the top owned by Mehmed Ali Pasha and the lower stairs of administration hold by the Ottoman-Egyptian elite. One of the most important aspects of this centralized political power is the rigid gap between the ruling Ottoman-Egyptian elite and the people who ruled by them. Therefore, the most important indicator of the modern 'state' of Egypt is above mentioned gap. It can be observed that this gap manifests itself, even in different political and economic strategies, in the political life of Egypt after 1952. In this context, the constitution of the political power in Mehmed Ali Pasha era has left an important legacy of mind set/wisdom and strategy of rule.
