KARŞILAŞTIRMALI KAMU YÖNETİMİ İÇİN TARİHSEL SOSYOLOJİDEN DERSLER

Özet

Karşılaştırmalı kamu yönetiminin kuruluş ve gelişme süreci dikkate alındığında, disipliner, kuramsal ve yöntemsel olarak nitelendirilebilecek birtakım sorunları olduğu görülmektedir. Bu tespitten hareketle, çalışmanın amacı, karşılaştırmalı kamu yönetiminin temel sorunlarının nasıl aşılabileceğini, alana kuramsal ve yön-temsel bir açılım getirmenin olanaklarını araştırmaktır. Çalışmada, gerek ortaya çıkış dinamikleri gerekse yöntemsel özellikleri açısından tarihsel sosyolojiden yola çıkarak karşılaştırmalı kamu yönetimi için birtakım dersler çıkarmanın müm-kün olduğu ve bu yaklaşımın karşılaştırmalı kamu yönetimine yöntemsel katkıları olabileceği savunulmaktadır.

Abstract

When the process of establishment and development of comparative public ad-ministration is taken into consideration, it seems that there are disciplinary, the-oretical and methodological problems. Starting from this feature, the purpose of the study is to explore how the main problems of comparative public administ-ration can be overcome and how to give rise to a theoretical and methodological opening to the field. It is argued in the study that in terms of both the dynamics of emergence and methodological features it is possible to take some lessons from historical sociology for comparative public administration, and historical sociology approach that promoted methodological contributions to comparative public administration.
