Özet

Bu çalışmada aynı tarihsel dönemde ortaya çıkan ve büyük ölçüde aynı görev alanını paylaşan mülki idare ve yerel yönetim örgütlerinin nasıl ayrı gelişim çizgileri izlediği incelenmektedir. Bu inceleme yapılırken iki yapı arasındaki ay-rılığı anlamayı kolaylaştırması amacıyla gelişim çizgisi alan yönetimi ve kent yönetimi ayrımı üzerinden takip edilmiştir. Çalışmanın temel sorusu aynı coğ-rafi alan üzerinde benzer işlevlere sahip iki yönetsel yapının ortaya çıkmasına sebep olan tarihsel ve toplumsal sebeplerin ne olduğudur. Bu soruya verile-cek cevabın, mülki idare ve yerel yönetim birimlerinin gelecekti formları hak-kında akıl yürütülmesi için de gerekli olduğu düşünülmektedir. Çalışmanın bir amacı da böyle bir akıl yürütmeye katkı sunabilmektir.

Abstract

In this study, it is examined how local governments and territorial administ-rations, which share majorly the same realm of authority, follow the different development lines in the same historical period. In order to facilitate the un-derstanding of the distinction between the two structures, the line of devel-opment is followed in terms of the area and urban management distinction. The main question of the study is what the historical and social causes that bring forth the emergence of two managerial structures with similar func-tions on the same geographical area are. The answer to this question is also considered necessary for the reasoning about the future forms of the territo-rial administration and local government units. One aim of the study is to contribute to such a reasoning.
