Özet

Bu çalışma, il özel idaresinin tarihsel gelişimine, bu idareye özgü personel rejiminin hukuki ve yönetsel nitelikleri özelinde ışık tutmayı amaçlamakta-dır. Bu doğrultuda il özel idaresinin, onun organik kanunu niteliğindeki 1913 Kanun-u Muvakkati’nde yönetim ilkeleri bağlamındaki konumlanışı ve Cum-huriyet dönemi mülki teşkilat politikaları, personel boyutu üzerinden ince-lenmiştir. İnceleme kapsamında, özel idarenin Osmanlı’nın son döneminden miras alınan ve Cumhuriyet’le birlikte tahkim edilen, bir yerel yönetimden çok teknik hizmet birimi olarak edindiği öne sürülen yönetsel işlevin perso-nel teşkilatı üzerindeki izdüşümleri gösterilmeye çalışılmıştır.

Abstract

This article focuses on shedding light on the historical process of special provincial administration in Turkey with a view to the legal and administra-tive status of its personnel regime. In this light, the unique status of provin-cial administration in its ‘organic law’ of 1913 (Kanun-u Muvakkat) and the civil administration policies of the Republican period have been discussed. It is ultimately argued that the function of provincial administration as a technical service unit rather than a local government had been inherited from the late decades of the Ottoman Empire and later fortified by the Re-publican era, the repercussions of which could be followed from the civil/personnel organization of provincial administration.
