Özet
Ulusal ve bölgesel kalkınmada devletin rolü, küçümsenemeyecek düzeydedir. Türkiye’de 1970’lerin sonlarından itibaren bölgesel planlama, anlayışı ile kent ve metropollerin planlanması göz ardı edilmiştir. Sermayenin liberalleşmesi, yabancı yatırımların riskli olmayan bölgelerde yatırım yapmalarında etkili olmaktadır. Çeşitli stratejiler ve politikaları uygulayan yatırımcıların yatırım tercihlerinde yatırım yapılacak ülkenin enflasyon oranı ile büyüme oranı önemli etkiye sahiptir. Geç endüstrileşen Türkiye’de bazı bölgelere yatırımlar geç getirilmiştir. Liberal ekonominin de etkisiyle giderek artan yabancı yatırımların popülerliği GAP Bölgesi’nde de görülmektedir. GAP projesi, Güneydoğu Anadolu’nun tarım potansiyelini arttırmak amacıyla sulu tarımda toprakların bilinçli sulanmasının sağlanması, çoraklaşmasının önlenmesi için başlatılmış bir merkezi koordinasyon projesidir. Tasarrufu yetersiz olan ülkelerin cankurtaran simidi, yabancı yatırımlar ve liberal ekonomi politikaları, Türkiye’nin kalkınmasına katkıda bulunmuştur. Dış krediler, borçlanma ve yabancı sermayeler, tasarrufları yetersiz olan ülkelerin yatırım yapmak için sermaye ihtiyacını karşılamaktadır. Bu araştırmanın amacı kalkınma ile yabancı yatırımların ilişkisini araştırmaktır. Araştırma evreni olarak Güneydoğu Anadolu Bölgesi ele alınmıştır. Araştırma metodu olarak Güneydoğu Anadolu Bölgesi ile ilgili yabancı yatırımlar, literatür taraması, OECD, TUIK, UNCTAD, Dünya Bankası istatistikî verilerden yola çıkarak bölgedeki yabancı yatırımlar incelenmiştir. Araştırma sonucuna göre Güneydoğu Anadolu Bölgesi’nde liberal ekonominin sonuçlarının bölgenin kalkınmasını etkilediği ancak beklenilen verimi göstermediği, Güneydoğu Anadolu Bölgesi’nin Doğu Anadolu Bölgesi’nden sonra en az yabancı yatırım çeken bölge olduğu, görülmektedir.

It has brought investment in some industrialized regions in Turkey. The popularity of foreign investments, which is increasing with the effect of the liberal economy, is also seen in the GAP Region. The GAP project is a central coordination project initiated in order to increase the agricultural potential of Southeastern Anatolia, to ensure the conscious irrigation of soils in irrigated agriculture and to prevent it from becoming barren. Saving life buoy of countries with insufficient foreign investment and liberal economic policies, Turkey has contributed to the development. Foreign loans, borrowing and foreign capital meet the capital needs of countries with insufficient savings to invest. The aim of this research is to investigate the relationship between development and foreign investments. Southeastern Anatolia Region has been considered as the research universe. As a research method, foreign investments related to the Southeastern Anatolia Region, based on the literature review, OECD, TUIK, UNCTAD, World Bank statistical data, foreign investments in the region were examined.
