AVUSTRALYA'DA ORTA VADELİ HARCAMA SİSTEMİ

Özet

Dünya Bankası tarafından geliştirilen orta vadeli harcama sistemi birçok gelişmiş ve gelişmekte olan ülke ekonomilerinde uygulanan çok yıllı gider tahmini çalışmalarıdır. Aslında bu sistem Dünya Bankası'nın çalışmasından önce farklı ülkelerde farklı düzeylerde uygulanmaya başlanmıştır. Avustralya'da da bu dönemden önce kullanılmaya başlanan, "ileriye(geleceğe) yönelik tahminler" (forward estimates) olarak isimlendirilen sistem, orta vadeli harcama sisteminin ilk örneklerinden biri olarak kabul edilmektedir. Bu çalışmada Avustralya'daki orta vadeli harcama sisteminin gelişim süreci, uygulaması ve uygulama sonuçları üzerinde durulacaktır

Abstract

The Medium Term Expenditure Framework (MTEF), developed by World Bank, is multi-annual cost estimate studies which is implemented by developed and developing countries. Actually, this system was implemented by different countries in different stages, before the study of World Bank. Moreover, this system that was used in Australia before the World Bank's study and called as forward estimates, is accepted as one of the first examples of the MTEF. In this study, it will be focused on the developing progress of MTEF, its application progress and its application results
