Özet
Otomotiv Türkiye'nin en büyük sanayi kollarından biri. Yarattığı yarım milyona yakın doğrudan istihdamın yanında global piyasalara olan entegrasyonu ve elde ettiği ihracat fazlasıyla ekonominin sürükleyici gücü. Haliyle vergi gelirleri anlamında da en önde gelen kaynaklardan birini oluşturuyor. Yarattığı ekonomik katma değer ve gelir vergileri bir kenara bırakılsa da sadece otomobil ve binek araçlar satışlarından elde edilen vergi gelirleri muazzam. Ülke ekonomisinde sahip olduğu konum ve kamu gelirleri etkisiyle gelir idaresinin göz bebeklerinden biri. 2016 Kasım ayında getirilen yeni vergi düzenlemeleriyle birlikte 2017 yılı bütçe gelirlerinin yirmi milyar liraya yakın kısmının motorlu taşıt araçları satışlarından elde edileceği öngörülüyor. Fakat konu sadece vergi gelirleri değil; iç pazar ve üretim sanayii canlılığını sürdürmeli ki vergi geliri ve sağlıklı bir üretimin desteklediği ekonomik gelişim oluşsun. Yoksa satılmayan üründen vergi de üretim de doğmaz. Bu yazıda genel olarak otomotiv ve özellikle binek araçlar pazarının özellikle vergilendirilme gelişimini ve pazarın daha da gelişmesi için çözüm önerilerimizi ortaya koyuyoruz. Binek araçlar ve otomobillerin vergilendirilmesine ilişkin son yirmi yıldaki gelişmeler nesnel olarak derlenerek ortaya konulmakla birlikte, ayrı bölümler altında kişisel kanaatlerimizi de aktarıyoruz. Sektörün büyüklüğü ve pek çok gelişmeden doğrudan etkilenmeye açık yapısı gereği bu önerilerin yanında daha farklı öneriler tabii ki getirilebilir Otomotiv sanayiin özellikle vergi yönünden bir değerlendirmesini yapan bu yazının ötesinde, özellikle imalat sanayiin korunması ve vergi yapısının çağın gereklerine göre nasıl şekillendirileceği konusunda pek çok farklı yönden eleştiri ve yorumlara ihtiyaç var. Otomotiv sanayiini çok başarılı bir şekilde kurmuş ve işleten ekonomiler analiz edilerek, özellikle Endüstri 4.0 gelişmeleri ışığında nasıl teşvik edilebileceği gözden geçirilmeli. Bilim, Sanayi ve Teknoloji Bakanlığı'nın hazırladığı 2016-2019 dönemi için Türkiye Otomotiv Sektörü Stratejisi ve Eylem Planı mevcut. Sektöre özel hazırlanacak bir stratejinin hem tüm düzenleyici kurumlar, hem de sektörün yan sanayii, imalat, dağıtım, satış ve satış sonrasındaki paydaşlarıyla birlikte çok daha geniş bir platformda tartışılması ve ülkemizin otomotiv sanayiine yön verecek bir kırmızı kitabın oluşturulması önemli. Ülkenin rekabetçiliğini artırmak için siyasi ve bölgesel istikrarın yanında ekonomik istikrar, idarenin öngörülebilir uygulamaları, sürdürü- lebilir bir kur politikası ve özel sektörle işbirliği içinde politikalar oluşturulması şart. Bunun yanında otomotiv - ya da daha genel bir bakış açı- sıyla imalat - sektörünün rekabetçiliğini artırmak için, aşağıdaki önlemlerin de alınmasını önemli görüyoruz: - Nitelikli ve sağlıklı bir işgücü için teknik ve mühendislik eğitiminin geliştirilmesi, - İstihdam maliyetleri ve vergilerinin düşürülmesi, - Araç tanımlarının ve tabi oldukları vergi dilimlerinin yalınlaştı- rılması, - Vergi dilimleri arasındaki uçurumun daha makul seviyelere çekilmesi, - Otomobil pazarının beşte dördünü oluşturan ithal otomobillerin Türkiye'de üretimine olanak sağlayacak yatırım ve teşvik stratejileri geliştirilmesi, - Otomotiv yan sanayiin güçlendirilerek yan sanayii zinciri içinde yerlilik oranının artırılması Çalışmanın tüm yönleriyle otomotiv sektörünün yöneticileri ve dü- zenleyici kurumları için faydalı bir kaynak olacağını ve otomotiv sanayiin daha da gelişmesi için sağlıklı bir tartışmayı başlatacağını umarak keyifli okumalar diliyorum.
Abstract
Automotive is Turkey's locomotive sector with full integration to global markets and industries, half-a-million-worth employment and bold export surplus. Apart from the added value of this industry to the whole economy, the tax revenues generated out of this sector are astonishing. However the rapid changes in the taxation side of this industry makes it overwhelmingly confusing. Only the definition of the subjects of the tax and the tax rates have been amended and modified more than twenty times in only the last two decades. This article provides a snapshot and some proposals for the development and progress of the taxation environment of the automotive industry, the automobile industry in particular. It also dares to provide some personal assessments and suggestions under separate chapters. Due to the importance and vulnerability of this whole sector to several public decisions and other sectors, far more suggestions may be brought up on top. By taking the industry 4.0 developments into account, we should assess how to further support the development of this industry through analyzing other countries' success stories. The 2016-2019 Turkish Automotive Sector Strategy and Action Plan enrolled by the Ministry of Science, Industry and Technology is already in place. Apart from this strategy paper, it is crucial to prepare a red book striking out the future of the automotive industry by discussing in a far wider platform with the participation of all regulatory bodies as well as the stakeholders from supplier base, manufacturing, distribution, sales and aftersales areas. In order to strengthen the competitiveness of the country, political and regional sustainability, predictability of the administration, sustainable FX rates and collaborative policy making are necessary. We believe the below measures are also important areas for a more competitive automotive industry: Development of technical and engineering education for a more qualified and healthy labor force, -Reduction of employment costs and taxes, Simplifying the complex vehicle definitions and several tax rates that each definition is held subject to, -Reducing the huge differences between the tax rates, -Further development of investment and incentive strategies in order to support local production of export vehicles, which compromise five fourth of the whole automobile market, -Strengthening the automotive supplier base and increasing the local content ratio in the supply chain. I hope this paper will serve as a useful source for the automotive industry and regulatory bodies and ignite a fruitful discussion for further development of the automotive industry
