Özet

Kamu tercihi teorisine göre kamu harcamalarındaki artışın nedeni, politikacı, seçmen, menfaat grupları ve bürokratların davranışlarıdır. Bu aktörlerden biri olan bürokratların, idare ettikleri kurumların bütçelerini azamileştirmek yönünde çaba sarf edecekleri kabul edilmektedir. Büro oylaması modelinde bu kavram kamu çalışanları olarak genişletilmiştir. Bu çalışmanın amacı 1998-2014 dönemi için ülkemize ait memur istih- damı, nüfus, merkezi yönetim bütçe giderleri ve merkezi yönetim gider- lerini oluşturan cari, yatırım ve transfer giderleri kullanılarak büro oyla- ması modelinin geçerliliğini sınamaktır. Otoregresif Gecikme Modeli ve hata düzeltme terimine bağlı Granger nedensellik sınaması sonucunda memur istihdamının harcama artışlarının nedenlerinden biri olduğu ve bütün giderlerde artış yönünde bir etki yarattığı sonucuna varılmıştır.

Abstract

According to the public choice theory, the cause of the government spending increase is the behaviour of the politicians, voters, interest groups and bureaucrats. It is accepted that bureaucrats, as one of these actors, will making an effort to maximize the budget of the institutions, which they manage. In the bureau voting model, bureaucrat definition is enlarged as a civil servant. The aim of this study is, testing the validity of this model in Turkey between the years 1998-2014. The number of civil servants, population, public expenditure (consolidated, current, invest- ment and transfer expenditures) and Gross Domestic Product were used in the model. As a result of the Autoregressive Distributed Lag (ARDL) and the error correction model based Granger causality test, it has been concluded that civil servant employment was one of the causes of public spending.
