Özet
Vergi dairelerinin temel görevleri; tarh, tebliğ, tahakkuk ve tahsil aşamalarından oluşan vergilendirmedir. Ancak vergilendirmeyi tamam-layıcı olarak yoklama, tarama-kontrol, vergi iadeleri ve cebren tahsil gibi işlemleri de bulunmaktadır. Gelişen teknoloji ve iletişim altyapısı vergi-lendirme işlemlerinin daha hızlı ve etkin gerçekleştirilmesine olanak sağlamaktadır. Bu çerçevede; e-beyan sistemiyle tarh, tebliğ, tahakkuk aşamaları online olarak yapılabilmekte, e-vergi dairesi ve bankacılık sis-temiyle online tahsilat sağlanabilmektedir. İşe başlama ve işi bırakma gibi bildirimler, e-vergi dairesi üzerinden online olarak alınabilir. Mü-kellefin bildirimleri, beyanları ve mükellef hakkında yapılan diğer işlem-lerin yer aldığı vergi dairesi dosyası e-ortamda tutulabilir. Amme alaca-ğının cebren tahsil edilmesi ve dava takiplerine ilişkin görevlerin tama-mının vergi daireleri yerine, bu konuda uzmanlaşmış vergi dairesi baş-kanlıkları tarafından yerine getirilmesinin daha uygun olacağı düşünül-mektedir. Yoklama ve tarama-kontrol işlemleri, bir vergi denetim mües-sesesidir. Teknolojik gelişmeler ne kadar artsa da bu işlemler için insan kaynağına her zaman ihtiyaç duyulacağı düşünülmektedir.
Abstract
The main duties of the tax offices are the taxation which consists of the stages of assessment, notification, accruement and collection. But, there are also procedures complementary taxation, such as screening-control, tax returns and forcibly collection. The developing technology and communication infrastructure enables taxation transactions provi-des opportunities more quickly and effectively. Within this framework; with the e-declaration system, tarh, notification and accrual stages can be made online, and online collection can be provided by e-tax office and banking system. Notifications such as starting and quitting work can be received online through the e-Tax Office. Tax office file containing the declaratives, representations and other transactions made by the taxpayer can be kept electronically. It is thought that all of the duties related to the forcibly collection of public receivables and follow-up proceedings should be fulfilled by the directorate of tax administrations specialized in this matter instead of the tax office. Inspection and scan-ning-control operations are a tax audit establishment. Although techno-logical developments have increased, it is thought that human resources will always be needed for these processes.
