EXAMINING THE EFFECT ON OPEN EDUCATION OF FEES AND TUITION FEES TO BE TAKEN AS A STUDENT CONTRIBUTION TO CURRENT SERVICE COSTS IN HIGHER EDUCATION INSTITUTIONS

Özet

Yükseköğretim sistemi içerisinde açıköğretim önemli bir yer tut- maktadır. 2018 yılı itibarıyla açıköğretim fakültelerinin toplam öğrenci sayısı 3.593.336’dır. Bu sayısal verilere göre Türkiye yükseköğretiminin yaklaşık %51’ini açıköğretim öğrencileri oluşturmaktadır. Yükseköğre- tim kurumlarında cari hizmet maliyetlerine öğrenci katkısı olarak alına- cak katkı payları ve öğrenim ücretleri, ilgili öğretim yılı başlamadan Ba- kanlar Kurulunca belirlenerek Resmî Gazete’de yayımlanmaktadır. 2015 yılında yayınlanan 29456 sayılı Resmî Gazete'deki karara göre, ilk kez açıköğretim öğrencilerinden katkı payı alınmasına karar verilmiştir. Karar gereğince açıköğretim programlarına kayıt tarihleri esas alınmak üzere; ilk sırada olan programın katkı payı Devletçe ödenmek- tedir. İkinci sırada olan programın katkı payı ise öğrenci tarafından ödenmek durumundadır. Bu anlamda kararın uygulanmasında açıköğre- tim öğrencilerini ilgilendiren bazı problemlerin ortaya çıktığı anlaşıl- maktadır. Öğrencilere ek mali yük getiren bu uygulamanın öğrencilerin öğrenimlerine ara vermelerine, hatta kayıt sildirerek yükseköğretim sis- teminden ayrılmalarına sebep olduğu düşünülmektedir. Bu çalışmada uygulamada ortaya çıkan sorun detaylı olarak örneklendirilerek açıklan- mıştır.

Abstract

Open education plays an important role in the higher education system. As of 2018, total number of students in open education faculties is 3.593.336. According to this data, approximately 51% of Turkey's higher education is open education students. Fees and tuition fees to be taken as a student contribution to current service costs in higher educa- tion institutions are determined by the Council of Ministers before the beginning of the related academic year and published in the Official Ga- zette. According to the decision in the Official Gazette No. 29456 pub- lished in 2015, it was decided for the first time to receive contributions from the open education students. According to the decision to be based on the dates of enrollment in open education programs, current service contribution of the first prog- ram is paid by the State. The student must pay the contribution of the program in the second place. In this sense, it is understood that some problems related to open education students emerged in the implementa- tion of the decision. It is thought that this practice, which imposes addi- tional financial burden on students, causes students to interrupt their education and even leave the higher education system. In this study, the problem that emerged in practice is explained in detail. Recommendati- ons are submitted to the relevant article of the decision issued by the Council of Ministers. It is thought that the recommendations will contri- bute to the higher education system.
