Özet
On Birinci Kalkınma Planı (2019-2023), TBMM Genel Kurulu’nda onaylanmış ve Resmi Gazete’de yayımlanmıştır. Planın uzun vadeli kalkınma amacı, milletimizin temel değerlerini ve beklentilerini esas alarak ülkemizin uluslararası konumunu yükseltmek ve halkımızın refahını artırmaktır. Maliye politikasına ilişkin temel amaç ise, mali disiplinin kararlılıkla devam ettirilmesi suretiyle kamu maliyesinin güçlü ve sürdürülebilir yapısının korunmasıdır. Mali disiplin tartışması aynı zamanda mali alan sorununu da gündeme getirmektedir. Bu bağlamda harcamaların kısılması ve vergilerin arttırılması gerekmektedir. Vergi gelirlerinin arttırılarak, kamu açığının azaltılması, bütçe es-nekliğini arttıracak ve bağımsız maliye politikası uygulama imkanını ortaya çıkaracaktır. Ancak, ekonomik ve sosyal harcamaların azaltılması kalkınmanın engellenmesine neden olabilecektir. Ayrıca Planda sıralanan vergi politikalarına ilişkin hedefler, son üç kalkınma planında da yer almaktadır. Dolayısıyla şimdiye kadar bu hedeflere ulaşılamamış olması, gelecek açısından da olumsuz bir izlenim ortaya koymaktadır.
Abstract
The Eleventh Development Plan (2019-2023) was approved at the General Assembly of the TBMM and published in the Official Gazette. The aim of the long-term development of the plan is to increase the in-ternational position of our country and increase the welfare of our peop-le by taking the basic values and expectations of our nation as a basis. The main objective of fiscal policy is to preserve the strong and sustainable structure of public finance by sustaining fiscal discipline with determination. The discussion of fiscal discipline also raises the issue of the financial field. In this context, expenditures should be redu-ced and taxes should be increased. Increasing tax revenues, reducing the public deficit will increase budget flexibility and provide the opportunity to implement independent fiscal policy. However, the reduction of economic and social expenditu-res may prevent development. In addition, the objectives of the tax policies listed in the Plan are included in the last three development plans. Therefore, the fact that the-se targets have not been achieved so far gives a negative impression for the future.
