Özet

Günümüzde çevre sorunları fazlasıyla tartışılmaya başlanmış ve bu kapsamda ülkelerin en önemli politika önlemlerinden biri, üretim ve tüketim araçlarının çevreye duyarlı hale getirilmesi olmuştur. Özellikle fosil yakıt kullanan ve önemli miktarda karbondioksit salınımı yapan otomobillerin yerine çevreye daha az zarar veren elektrikli veya hibrit otomobillerin kullanılması ön plana çıkmaya başlamıştır. Bu çerçevede çevreye duyarlı otomobillerin piyasadaki payını artırmak adına çeşitli vergisel ayrıcalıklar tanınmıştır. Bu çalışmanın amacı, çevreci olarak nitelendirilen bu otomobillere ilişkin Avrupa Birliği(AB) üyesi ülkelerde uygulanan vergisel ayrıcalıkları ele alarak Türkiye ile bir karşılaştırma yapmaktır. Bu doğrultuda öncelikle çevreci otomobillerin kullanımdaki payına değinilmiş, daha sonra ise AB ülkelerinde bu otomobillere tanınan vergisel ayrıcalıklar incelenmiştir. Ardından, Türkiye’de çevreci otomobillerin vergilendirilmesi üzerinde durulmuş ve AB üyesi ülkelerin uygulamaları ile karşılaştırma yapılmıştır. Çalışmada AB ülkelerinde ortak bir politika olmadığı, Türkiye’nin ise öncelikle emisyon miktarına göre çevreci otomobil sınıflandırmasını yaparak satın alma aşamasındaki özel tüketim vergisinde indirim yapması gerektiği sonucuna varılmıştır.

Abstract

Today, studies on environmental issues have become increasingly important, and in this context, sensitize the production and consumption tools to environmentally friendly has become one of the most important policy issues of the countries. In this regard, automobiles such as electric or hybrid, which are less harmful to the environment, are increasingly preferred instead of cars that use fossil fuels and emit significant amounts of carbondioxide. In order to increase the share of green cars in the market, it is seen that various tax privileges have been implemented. The purpose of this study, prepared from this point is, to evaluate the tax privileges applied in European Union (EU) member countries and to make a comparison with Turkey, for the green cars. In this study, firstly the share of green cars in use was mentioned, and then tax privileges given to green cars in EU countries were examined. Subsequently, the taxation of polluting cars in Turkey is examined and compared with the practices of the EU member states. The study concluded that there is no common policy in the European Union countries. On the other hand Turkey has primarily to do the environmental classification for cars according to their emissions and should reduce the excise tax at the stage of puchasing
