BEL MADGALTI: HİTİT İDARİ YAPISINDA BİR ASKERİ VALİ

Özet

Anadolu'da ilk merkezi devlet kuran "Hitit Devleti"nde kral, idari mekanizmanın en Gazi Üniversitesi, Edebiyat Fakültesiüstünde yer alır. Aynı zamanda, devletin başkomutanı, başyargıcı ve başrahibi olan Hitit kralı, sahip olduğu bu yetkileri kullanma hakkını taşra bürokratlarına verir. Fakat kral, son kararı verme yetkisini kendinde saklı tutar. Merkezden taşraya gönderilen "Kral Direktif Metinleri", Hitit Devleti'nin merkezi bürokratik araçlarının kurucu unsurlarındandır. İncelememizde, bu metinlerden, örnek olarak seçtiğimiz, merkezden/kraldan taşradaki bir "Askeri Vali"ye gönderilen direktif metnini analiz edeceğiz.

Abstract

The king of "Hittite State", which established the first central state in Anatolia, is at the top of the administrative mechanism. At the same time, the king of Hittite, who is the chief commander of the state, the chief judge and the head priest, gives his local bureaucrats the right to use these authorities. But the king keeps his authority to make the final decision. The "Royal Instructions Texts" sent from the center to the countryside are the founding elements of the central bureaucratic means of the Hittite State. In our review, we will analyze the instructions texts, which we have chosen as an example, from the center/king to military governer.
