Bingöl ve Munzur Üniversitesinde Açılan Zaza Dili ve Edebiyatı Bölümleri ve Bu Bölümlerin Üniversitelerine Katkıları

Özet
Türkiye’de; Bingöl, Tunceli önemli merkezler olmakla birlikte bunların dışında farklı kentlerde yaşayan yaklaşık beş milyon Zaza nüfusunun olduğu tahmin edilmekte. Bu sayıya göre Zazaca Türkiye’de en çok konuşulan üçüncü dil olma özelliğini kazanmaktadır. Son on beş yıla bakıldığında Türkiye’de “Demokratik Açılım” temelinde farklı dillerin öğretilmesi noktasında bunların önündeki birçok engel yasal anlamda kaldırıldı. 2002’den itibaren AB uyum çerçevesinde birçok değişiklik yapıldı. “Türk vatandaşlarının günlük yaşamalarında geleneksel olarak kullandıkları farklı dil ve lehçelerin öğrenilmesi” hakkındaki yönetmeliğin değiştirilmesiyle birlikte diğer diller gibi Zazacanın da öğretilmesinin önü açıldı. İlk olarak özel eğitim kurumlarında bu dillerin önü açıldı. Daha sonraki önemli adımlardan biri, bu dillerle ilgili üniversitelerde bölümlerin açılması oldu. 2011 yılında Munzur Üniversitesinde ( o zaman Tunceli Üniversitesi) Zaza Dili ve Edebiyatı bölümünün açılması izni YÖK tarafından onaylandı. 2012-2013 döneminde öğrenci almaya başlayan bu üniversitemize öğrenciler tarafından yoğun bir ilgi gösterildi. Bir sonraki yıl Bingöl Üniversitesi de Zaza Dili ve Edebiyatı bölümünü açarak bu bölüme öğrenci almaya başladı. İlk mezunlarının geçen yıl Munzur Üniversitesi tarafından verilen bu bölüm şu an sadece bu iki üniversitemizde bulunmaktadır. Farklı yerlerde yaşayıp bu dile ilgi gösterenlerin eğitim alabilecekleri birer merkez haline geldi bu iki şehrimiz. Çalışmamızda, sadece bölgede iki üniversitede açılan bu bölümün genel bir değerlendirilmesi yapıldıktan sonra bölümün bulunduğu üniversiteye kazanımları ele alınmıştır. Bu bağlamda bölümü tercih eden öğrencilere yönelik bir anket düzenledik. Bölümde okuyan öğrencilere yönelik yaptığımız bu ankette; sorduğumuz sorulara aldığımız cevaplardan yola çıkarak öğrencilerin bölüme karşı ilgilerini, bölümün bulunduğu üniversiteye, şehre katkısını ortaya koymaya çalıştık.
Abstract
It is estimated that there are around five million Zazas in Turkey living in various cities most of whom dwell in the districts of Bingöl and Tunceli. In this respect Zazaki should be accounted as the third widely spoken language of Turkey. In the last fifteen years many legal obstacles preventing people from teaching their mother tongues have been removed as the country is passing through a process of “democratic expansion”. Since 2002 various attempts have been made and a series of changes have taken place as a result of European Union alignment framework. Zazaki like the other unofficial languages has benefitted from new regulations of “the law related with the usage of traditional languages and dialects”. At the first stage the permission of education was restricted to private schools. However the next significant step was the establishment of language and literature departments. YÖK (The institution of Higher Education) approved the opening of Zaza Language and Literature Department in Munzur University (it was Tunceli University then) in 2011. This university began accepting students in 2012 and the students attending the mentioned department were in a state of great exciment. In the following year Bingöl University established the same department and accepted students too. The first graduates were naturally from Munzur university. At the present time the department of Zazaki language and literature is available only in the two mentioned universities. Thus they have become the centres of Zazaki studies and activities for those who have an interest in this field. In this study our aim is to make a general evaluation of the mentioned two departments and to discuss their possible contributions to the universities. In this context we have prepared a questionnaire and shared it with our students. Through the help of this questionnaire we have obtained various data such as the interest of students for their department and the possible advantages of the departments for their universities and cities.
