Özet
Bütçe; devletin gelecek belli bir süre içindeki gelir ve giderlerini tahmini olarak belirleyen, gelirlerin toplanmasına, giderlerin yapılmasına izin veren hukuki bir belgedir. Bütçe ile izlenen amaç ve hedeflere ulaşmak için zaman içerisinde değişik bütçe teknikleri geliştirilmiştir. Bu tekniklerden biri de bütçenin ve onun etkilerinin bir yıldan daha uzun süreli olarak analize tabi tutulmasını sağlayan çok yıllı bütçeleme uygulamasıdır. Çok yıllı bütçeleme yaklaşımının temel özelliği, mali yılın dışında iki veya üç yıllık gelir ve harcama tahminlerini kapsamasıdır. Birçok gelişmiş ve gelişmekte olan ülke mali disiplini sağlamak, kamu kaynaklarını et kin ve verimli bir şekilde kullanmak gibi nedenlerle, bütçe süreçlerini yıllık bütçe sürecinden çok yıllı bütçe sürecine taşımıştır. Uygulamadaki farklılıklara rağmen bu ülkeler çok yıllı bütçeleme uygulamasından faydalar beklemektedir. Bu çalışmada; çok yıllı bütçeleme sistemi genel hatları ile ele alınmakta, sistemi başarılı bir şekilde uygulayan ülke örnekleri incelenmekte ve sistemin Türkiye uygula ması değerlendirilmektedir.
Abstract
Budget is a legal document, which determines revenues and expenses of the go vernment within a certain time in the future and permits the collection of revenues and making expenditure. Various budget techniques have been developed in course of time to achieve the goals and objectives of the budget. One of this techni ques is the multi-year budgeting system, which provides an opportunity to analyse the budget and its effects for more than one year. The main feature of multiyear budgeting approach is that it includes estimates of revenues and expenses for two or three years except the fiscal year. Many developed and developing countries moved the budget process from annual budget process to multi-year budget process for the reasons such as to ensure fiscal discipline and use public resources effectively and efficiently. Despite the differences among country prac tices, these countries expects benefits from the multi-year budgeting practices.In this study, multi-year budgeting is discussed generally, practices of some succesfull countries are examined and finally the Turkish system is evaluated.
