Özet
Makale Osmanlıların nazarında haydutluk kavramının Fransız İhtilali akabinde geçirdiği değişimi incelemektedir. 1797 senesinde Campo Formio Antlaşması ile Venedik son bulmuş, Yedi Adalar ve Dalmaçya'daki Voniçe, Preveze, Parga ve Butrinto kasabaları Fransız idaresine bırakılmıştır. Bu gelişme üzerine Osmanlı İmparatorluğunun izlediği Adriyatik serhaddine ilişkin güvenlik politikaları, Fransız İhtilali fikirlerinin Balkanlar'a sıçramasını önlemeye çalışmak, Fransızları Yedi Adalar ve Dalmaçya'dan çıkarmak ve Ruslarla birlikte Yedi Adalar'da Cezayir-i Seba'a-i Müçtemi'a Cumhuru'nu kurmak suretiyle "Kadim Nizam"ı tesis etmektir. Bu süreçte Yedi Adalı isyancılara jakoben denilmesi Osmanlı siyasi jargonunun değişmekte olduğunu gösterir. Batılı kaynaklar Tepedelenli Ali Paşa'nın Suliler gibi Dalmaçya halklarına karşı yürüttüğü mücadelenin oldukça kanlı olduğu konusunda ittifak halindedirler. Makalemizde ilk defa olarak değinilen Mehmed Şakir Efendi'nin tahriri Batılı gözlemleri doğrulamakla birlikte bu durumu serhat güvenliği açısından onaylar, zira Suliler onun nazarında sadece haydutturlar.
Abstract
This essay analyses the transformation of the notions of banditry in the eyes of the Ottomans in the aftermath of the French Revolution. As a result of the Treaty of Campo Formio (1797) Venice demised and the Ionian Islands were ceded to France along with the "Venetian Dalmatia" (Vonitsa, Prevesa, Parga, Butrint). Among the security policies the Ottomans pursued in the Adriatic frontier we could mention the measures taken against the spread of Revolutionary ideas to the Balkans, ending the French military presence in the Ionian Islands and Dalmatia, promulgating together with Russia the Republic of the Ionian Islands. All thd§e policies aimed restoring the "Ancien Regime". One indication of the changing notions of the Ottoman political language is the labeling of all Ionian dissenters as Jacobins. Western sources all attest to the bloody nature of Ali Pasha of Janina's wars on the Suliotes and other Dalmatian peoples. Land survey undertaken by Mehmed Şakir Efendi -which is mentioned here for the first time- is in agreement with the Western observations. However, it also approves such harsh measures with a view to maintain frontier security. He viewed the.Suliotes as bandits after all.
