The Budget Performance during Coalition Governments in Turkey: An Empirical Investigation (19 80 - 2014)

Özet

Bu çalışmada Türkiye'de 1980 sonrası kurulan koalisyon hükümetleri döneminde bütçe performansında bir bozulma olup olmadığı araştırılmaktadır. Bu amaçla önce Türkiye'de 1980 sonrası gelişen siyasi olaylara kısaca değinilmiştir. Daha sonra siyasal konjonktürün iktisadi değişkenler üzerindeki etkisi ile ilgili bir literatür çalışması verilmiştir. Çalışmada Türkiye'deki koalisyon dönemlerinin bütçe performansını üzerindeki etkisinin ortaya konulması amacıyla 1980-2014 dönemine ait yıllık verilerle bir sınır testi tahmini yapılmıştır. Çalışmanın sonuçlarına göre koalisyon dönemlerinde bütçe performansı olumsuz olarak etkilenmemektedir. Ancak seçim dönemleri bütçe açıkları üzerinde bozucu bir etkiye sahiptir. Bu bozulmalar yerel seçim dönemlerinde daha belirgindir

Abstract

In this study whether a deterioration occurs in the budget performance in coalition governments in Turkey after 1980 is investigated. For this purpose, the political events that developed after 1980 in Turkey have been briefly mentioned. Then a literature review is given about the impact of the political conjuncture on economic variables. In order to investigate the impact of coalition governments on the budget performance of Turkey, a Bound Testing is estimated with annual data for 1980-2014 periods. According to the results of the study, the budget performance is not negatively affected by the coalition government periods. However, the election periods have detrimental effect on the budget deficit. This deterioration is more apparent in local elections
