Özet

İnsanlık 20 nci yüzyıldan 21 inci yüzyıla geçiş heyecanını yaşarken yeni yüzyıl bazı teknolojik sorunları da beraberinde getirmektedir. Bu soranlardan birincisi bilgisayar sistemlerinde yaşanacak olan 2000 yılı problemi olup sorunun 2000 yılından önce en ekonomik ve hızlı şekilde çözümü için yoğun çalışmalar devam etmektedir 31 Aralık 1999 gece yansından 1 Ocak 2000 yılına geçerken yaşanacak olan bu sorunun temelinde bilgisayar sistemlerinin büyük bölümünün tarihi-tanımlarken yıl formatını yalnızca son iki hanesi ile belirtmesinde yatmaktadır. Bunun sonucu olarak 21 inci yüzyıldaki tüm yıllar son iki haneye göre tanımlandığında 20 nci yüzyıla aitmiş gibi görünecektir. Bu durum ise başta iş dünyası olmak üzere, teknolojinin girdiği tüm alanlarda çok büyük kargaşaya ve sorunlara neden olacaktır. 2000 yılına girerken karşılaşılacak olan ikinci önemli sorun ise yalnızca GPS sektörü ile ilgili olup bu GPS Haftası problemi olarak bilinmektedir. Gerçekte bu problem 2000 yılı ile doğrudan ilişkili olmayıp problemin kaynağı yaklaşık 20 yıl süre için tanımlanan GPS Haftası sayısının 21 Ağustos 1999 gecesi (UTC) sıfırlayarak bu tarihten itibaren yeniden başlayacak olmasıdır. Bu yazıda, söz konusu problemler ile bunların GPS sistemi; bazı GPS yazılım ve donanımlanndaki etkileri araştınlmış ve önerilerde bulunulmuştur. 2000 yılı ve GPS Haftası problemleri ile ilgili bilgiler birinci ve ikinci bölümlerde, söz konusu problemlerle ilgili yürütülen çalışmalar üçüncü bölümde, bazı GPS yazılım ve donanımların durumu dördüncü bölümde, sonuç ve öneriler ise beşinci bölümde sunulmuştur.

Abstract

Upcoming century brings new technological problems while the mankind feels the excitement of transition from the twentieth-century into the twenty-first-century. First of these problems is the 'Year 2000' problem which will be observed in the existing computer systems. Intensive studies continue in order to solve this problem in a rapid and economical way. This problem will occur when the date rolls over into the next century from midnight, December 31, 1999 to January 1,2000. This problem stems from the fact that most computer systems identify years by only the last two digits. Thus, these computer systems will probably interpret any year which belongs to twenty-first-century as a twentieth-century date. This situation will obviously cause serious problems and chaos in almost all fields of technology, particularly, in the business sector. The second important problem which will happen while the year 2000 approaches is particularly related with the GPS community and is known as GPS Week Rollover. Actually, this problem is not directly related to the year 2000 and stems from the fact that GPS Week rolls over from week' 1023 to week 0000 at midnight 21 August 1999 (UTC) and approximately every 20 years thereafter. In this paper, these two problems and their effects on GPS systems, some GPS hardwares and softwares are investigated and some suggestions are presented. Year 2000 and GPS Weekproblems are presented in sections one and two, respectively. The activities being performed related to these problems and the compliance situation of some GPS products are presented in sections three and four, respectively. Finally, conclusions are presented in section five.
