Özet
Ü lkelerin ekonomik, sosyal ve kültürel gelişimlerine paralel olarak toplumsal alanda da bu değişimlere uyum sağlayacak düzenlemelerin mağdur olan çocuk, kadın ve yaşlılara öncelik tanınarak yapılması gerekmektedir. Özellikle toplumların geleceği olan çocukların korunması sosyal ve siyasal politikaların gelişiminde önemlidir. Ülkemizde çocukların yaşam standardını asgari seviyede sağlayacak barınma, konut, ekonomik ve sosyal diğer haklarının sağlanması yönünde yapılan düzenlemelerden en önemlilerinden biri de sosyal güvenlik hakkıdır
Abstract
In line with the economic, social and cultural developments of countries, priority should be given to children, women and the elderly in regards to changes in the social sphere. Importance should especially be given to children as they are our future through the development of social and political policies. In this regard, sheltering, housing, the provision of economic, social and various other rights should be considered. Social security is a set of systems which provides a minimum amount of livelihood for people. Girls who cannot participate in business life, those who are divorced or widowed are deemed to be in need of protection by the social security system in which they were bestowed some rights such as health care, salaries, revenues, and marriage and funeral allowances. The provisions that girls should not be married, have no income belonging to them and be working lead them to simulated divorces, working informally or not working at all. Therefore, it is disputable that the provided rights are really effective in the solution towards poverty of women. In our study, we will examine the concept of the “daughter” in the social security law, the person that is obliged to look after the daughter, insurance provided as the right owner and health care rights. Also we will try to determine the effects of these rights on poverty of women and their value in reduction of it.
