Özet

Tanzimat sonrası dönemde Osmanlı Devleti'nin kent yönetimini, yerel meclislerde alınan kararlar ve özellikle meclis formunda örgütlenen bu kurumların yerel karar alıcılarının nitelikleri üzerinden incelemek ve yerel yönetim kurumlarını Manastır örneği ile merkezi yönetim-demokrasi ilişkisi bağlamında tartışmak çalışmanın ana çerçevesidir. Merkezde üretilen talimatnameler, kanunlar ya da kurallar bütünü içerisinde yerel meclislerin konumunu değerlendirmek yerine doğrudan doğruya tespit edilebilen meclis kararlarına ve bu meclisleri oluşturan üyelerin sosyal konumlarına dayanarak son dönem Osmanlı kent yönetimlerinin işleyişi ele alınmaya çalışılacaktır

Abstract

This study is to examine the city management of the Ottoman State in the postTanzimat era based on the decisions taken by the local councils and especially in the light of the characteristics of the local decision-makers of such institutions organized in assembly format. It is also aimed to discuss the local managerial institutions over the Bitola example within the context of the central administration-democracy relationship. Instead of evaluating the position of local assemblies within the entirety of regulations, laws, or rules enforced by central administration, we will attempt to address the last period Ottoman city management directly based on the assembly decisions that could be identified and on the social statuses of the members comprising such councils
