CUMHURİYET HALK PARTİSİ KURULTAYLARININ YURT DIŞI YANKILARINA BİR ÖRNEK: CHP’NİN V. OLAĞAN KURULTAYININ SURİYE’DEKİ YANKILARI

Özet

Cumhuriyet Halk Partisi, Mustafa Kemal tarafından 9 Eylül 1923’te “Halk Fırkası” adıyla kurulmuştur. Bu fırka, Cumhuriyeti’n ilanının ardından 10 Kasım 1924’te “Cumhuriyet Halk Fırkası” adını almıştır. Atatürk’ün genel başkan olarak son defa katıldığı CHF’nin 9 Mayıs 1935’teki dördüncü kurultayında fırkanın adının “Cumhuriyet Halk Partisi” olarak değiştirilmesi kararlaştırılmıştır. CHP’nin olağan ve olağan üstü parti kurultayları çok önemli olmuştur. Bu kurultaylarda Türkiye Cumhuriyeti Devleti ve Türk milleti adına pek çok karara imza atılmıştır. Bu yüzden, CHP’nin parti kurultayları hem iç politika hem de dış politika bakımından dikkatleri üzerine çekmiştir. Türkiye’de olduğu gibi, Türkiye dışında da ilgi ile takip edilen CHP kurultaylarından biri de “CHP’nin Beşinci Olağan Kurultayı”dır. Bu yüzden, bu çalışmada CHP kurultaylarının yurt dışı yankılarına bir örnek olarak CHP’nin Beşinci Olağan Kurultayı’nın Suriye’deki yankıları konu edilmiştir. Bu yapılırken, Türk Dahiliye Vekâleti (İçişleri Bakanlığı)’nin Suriye’den elde etmiş olduğu istihbarat raporu temel alınmıştır. Türkiye Cumhuriyeti Cumhurbaşkanlığı Devlet Arşivleri Daire Başkanlığı belgeleri arasında yer alan bu rapor 11 Temmuz 1939 yılında hazırlanmış ve Türk yetkililerin bilgisine sunulmuştur. Bu raporda; CHP’nin beşinci kurultayının müzakerelerinin ve alınan kararların Suriye’de dikkatle izlendiği dile getirilmiştir. CHP’nin kuruluş süreci Türk İstiklal Savaşı yıllarına kadar gitmiştir. Yani, CHP’nin temelleri Sivas Kongresi’nde atılmıştır. Bu durum, Mustafa Kemal tarafından CHF’nın 15 Ekim 1927’deki ikinci kurultayında dile getirilmiştir. Mustafa Kemal bir taraftan iç ve dış düşmanlarla mücadele ederken, bir taraftan da CHP’nin kurumsallaşmasını gerçekleştirmiştir. Bu bağlamda CHP, 1939 yılında gerçekleştirilen beşinci olağan kurultayına kadar, dört olağan ve bir olağanüstü olmak üzere, toplam beş kurultay gerçekleştirmiştir. CHP’nin beşinci olağan kurultayı 29 Mayıs 1939’da başlamış ve 3 Haziran 1939’da sona ermiştir. CHP’nin bu kurultayı hem Fransa hem de Fransa’nın yönetimi altındaki Suriye’de dikkatle takip edilmiştir. Bu izlemenin nedeni Atatürk’ün ölümünden sonra CHP’de gerçekleşen ilk geniş katılımlı olağan genel kurultay olmasıdır. Ayrıca II. Dünya Savaşı öncesinde uluslararası ilişkilerde ve Türk dış politikasında yaşanan gelişmeler, özellikle Fransızlarla ve Suriyelilerle yürütülen Hatay’ı Türkiye’ye dâhil etme çalışmaları da etkili olmuştur. Bir anlamda Hatay meselesi bu takip edişte asıl gündemi belirlemiştir. Bu nedenle, Fransızlar CHP’nin beşinci kurultayını dikkatle izlemişlerdir. Fransızlar, Türkiye’nin iç politikası ile Türk dış politikasının bir birine çok sıkı bir şekilde bağlı olduğunu bildikleri için, Türk dış politikasına yön veren iç politikayı iyi bir şekilde öğrenmeye çalışmışlardır. Türkiye bu durumun farkında olduğundan, CHP’nin beşinci kurultayının Suriye’deki yankılarını yakından izlemiştir. Bu bağlamda, Türkiye, CHP’nin Beşinci Kurultayı’nın Suriye’deki yankılarına ilişkin ciddi istihbarat çalışması yürütmüştür. Türkiye, Suriye’yi ve Fransa’yı yakından takip etmiştir. Fransa, CHP’yi hem Kemalizm hem de faşizm ilkelerini bünyesinde toplayan bir siyasi parti olarak görmüştür. Bu nedenle, Türkiye’deki yönetimin diktatörlük olduğu Fransa tarafından ileri sürülmüştür. Ayrıca, Türkiye’de devlet komünizminin uygulandığı iddia edilmiştir. Ayrıca, İsmet İnönü’nün dış politikada “Rusçu”, iç politikada ise “Şarklı” olduğu ifade edilmiştir. Yine, İsmet İnönü’nün yavaş yavaş CHP’ye karşı oluşan tepkiyi ortadan kaldırmak için, CHP içinde bir “müstakil grup” oluşturma niyetinde olduğu Fransa tarafından dile getirilmiştir. Suriye’deki siyasi partiler CHP’nin beşinci kurultayına ilişkin görüş ve değerlendirmelerde bulunmuşlardır. Bu değerlendirmeler Kitleciler Hareketi veya Vatan Kitlesi Partisi tarafından yapılmıştır. Kitleciler, Osmanlı İttihat ve Terakki Cemiyeti’ni örnek aldıkları için, Kemalizmi ittihatçılığın bir değişimi ve dönüşümü olarak görmüşlerdir. Şehbenderciler veya Milli Ahrarcılar ise İsmet İnönü’yü Atatürk’ün birinci “iş ve düşünüş arkadaşı” şeklinde değerlendirmiştir. Suriye Şehbenderciler Hareketi’nin veya Milli Ahrar Fırkası’nın en genç üyesi, hukuk ve edebiyat doktoru olan Münir El-Aclani Bey’dir. Münir El-Aclani CHP’nin ve kurulacak müstakil grubun Suriye için örnek olabileceğini dile getirmiştir. Suriye’deki Ermeniler ve Hoybuncu Kürtler ise CHP içinde oluşturulacak müstakil grubun aldatmacadan ve düzmeceden başka bir şey olmadığını düşünmüşlerdir. Kuruluşundan itibaren Türk devlet, siyasi ve toplum hayatında önemli bir yere sahip olan Cumhuriyet Halk Partisi’nin, Türkiye’nin komşuları olan ülkeler için de etkinliği söz konusudur. Bu nedenle, bu etkinin değişik çalışmalarla ortaya konulmasında yararlar vardır.

Abstract

The Republican People’s Party was founded by Mustafa Kemal on 9 September 1923 under the name “People’s Party”. After the proclamation of the Republic of Turkey, this party was renamed “Republican People’s Party” on November 10, 1924. At the fourth congress of the CHF, which Atatürk joined for the last time as chairman, on 9 May 1935, it was decided to change the name of the party to “Republican People’s Party”. The ordinary and extraordinary party assemblies of the CHP have been very important. In these congresses, many resolutions were signed on behalf of the state of the Republic of Turkey and the Turkish nation. For this reason, the party assemblies of the CHP have attracted attention both in terms of domestic and foreign policy. “The Fifth Ordinary Congress of the CHP” is one of the most interesting meetings of the CHP in Turkey. Therefore, in this study, as an example of the repercussions of the CHP congresses abroad, the repercussions of the CHP’s fifth ordinary congress in Syria were discussed. This was based on the intelligence report obtained by the Turkish Internal Medicine Office (Ministry of Interior) from Syria. This report, which is among the documents of the Presidential State Archives Department of the Republic of Turkey, was prepared on 11 July 1939 and presented to the Turkish authorities. In this report, it was stated that the negotiations and decisions of the fifth congress of the CHP were carefully monitored in Syria. The founding process of the CHP went back to the years of the Turkish War of Independence. That is, the foundations of the CHP were laid at the Sivas Congress. This situation was expressed by Mustafa Kemal at the Second Congress of the CHF on 15 October 1927. On the one hand, Mustafa Kemal fought against the internal and external enemies, on the other hand, he carried out the institutionalization of the CHP. In this context, until the fifth ordinary congress held in 1939, the CHP held a total of five Congresses, four ordinary and one extraordinary. The fifth ordinary congress of the CHP began June May 29, 1939 and ended on June 3, 1939. This congress of the CHP was followed carefully in both France and Syria under the rule of France. The reason for this followup is that it was the first broad-participation Ordinary General Assembly that took place in the CHP after Atatürk’s death. Also, developments in international relations and Turkish foreign policy prior to World War II, especially the efforts to include Hatay in Turkey carried out with the French and Syrians were influential. In a sense, the Hatay issue has set the main agenda in this follow-up. Therefore, the French watched the fifth congress of the CHP carefully. Since the French know that Turkey's domestic policy and Turkish foreign policy are very closely tied to one another, they have tried to learn the domestic policy that guides Turkish foreign policy well. Since Turkey is aware of this situation, it has closely watched the repercussions of the CHP's fifth congress in Syria. In this context, Turkey has conducted serious intelligence work on the repercussions of the CHP's fifth congress in Syria. Turkey has followed Syria and France closely. France saw the CHP as a political party that embodied both Kemalism and fascism. Therefore, it has been suggested by France that the administration in Turkey is a dictatorship. Also, it has been claimed that state communism is practiced in Turkey. Furthermore, it was stated by France that Ismet Inönü was “Russian” in foreign policy and “Eastern” in domestic policy. In addition, it was stated by France that Ismet Inönü intends to form a “detached group” within the CHP in order to gradually eliminate the reaction against the CHP. The political parties in Syria have made their opinions and assessments on the fifth Congress of the CHP. These assessments were made by the Massists Movement or the Homeland Mass Party. As the masses took the Ottoman Union and Progress Society as an example, they saw Kemalism as a change and transformation of the Union and Progress Society’s ideas. The supporters of Şehbender or National Independents Party considered Ismet Inönü to be Atatürk’s first “friend of work and thought”. The youngest member of the Syrian Shehbendist Movement or National Independents Party is Münir Al-Aclani Bey, a doctor of law and literature. Munir Al-Aclani stated that the CHP and the independent group to be established could be an example for Syria. The Armenians and Kurds in Syria thought that the independent group to be formed within the CHP was nothing more than a scam and a setup. The Republican People's Party, which has had an important place in the Turkish state, political and social life since its foundation, has also been active for the countries that are neighbors of Turkey. Therefore, there are benefits in demonstrating this effect through different studies.
