Old Story, New Implementation; Norm Cadre in Municipalities: Municipalities in Aydın Province Study

Özet

Kamu hizmeti sunumunda işe uygun nitelikte personelin istihdam edilmesi personel politikasının temel konularından birisidir. Standartlaştırılmış kadro anlamındaki norm kadro sisteminin temelinde işe uygun sayıda ve nitelikte personelin istihdamı düşüncesinin varlığı, planlayıcıların, karar alıcıların, uygulayıcıların personel yönetiminde kimi sorunları çözme potansiyeli açısından dikkatini çekmiştir. Ancak Türkiye’de yerel yönetimlerde norm kadronun bu potansiyeli kurgulama ve uygulama hataları, merkeziyetçi yönetim geleneği ve siyasal etkiler gibi sebeplerle kullanılamamıştır. Bu çalışmada yerel yönetimlerde uygulanmakta olan norm kadro sistemi eleştirel bakışla değerlendirilmektedir. Çalışmanın kapsamında Aydın’da büyükşehir belediyesi ve 18 ilçe belediyesinde atanmış ve seçilmiş 23 yöneticiyle yarı yapılandırılmış derinlemesine mülakatlar gerçekleştirilmiştir.

Abstract

Recruitment of personnel in public service provision is one of the main subjects in the public personnel policy. At the basis of the norm cadre system in the sense of the standardized staff, the existence of the idea of employment of the appropriate number of qualified personnel and the possibility of solving certain problems in the personnel management of planners, decision makers, practitioners has been noted. However, due to formation and application mistakes of the norm staff, such as centralized management tradition and political influences, this potential of norm cadre system have not been actualized in local governments of Turkey. In this study, the norm cadre system applied in local governments is critically evaluated. In-depth semi-structured interviews with 23 appointed and selected executives at metropolitan municipality and 18 district municipalities were carried out in Aydın within the scope of the study.
