Özet
İslam, kadınla erkeğin insanlık, fazilet, Allah'a kul olma bakımından eşit olduğunu vurgulamış, yaratılıştan gelen farklı kabiliyetlerini göz önüne alarak toplum hayatında işbölümünü öngörmüştür. Söz konusu bu işbölümünde öncelikleri belirlemekle beraber ihtiyaç hâsıl olduğunda erkek ve kadın arasında rollerin değişmesine de kapıyı açık tutmuştur. Hz. Muhammed ve halifeler döneminde kadınların içtihatta bulunarak fetva verdikleri, hâkimlik yaptıkları, savaşa katıldıkları, yönetimin kararlarını etkileyecek siyasi faaliyetlerde bulundukları bilinmektedir. Bu çalışmada İslami açıdan kadının kamuda çalışmasına dair yasaklayıcı, kesin ve bağlayıcı deliller bulunmadığı; aksine kamu görevinde bulunabileceğine işaret edendeliller tartışmaya açılacaktır. Tarihi süreç içerisinde kadının kamuda nispeten az istihdamı, devlet başkanlığı görevinde ise neredeyse hiç bulunmamış olması, sadece müslümanlara has bir konu olmayıp tüm insanlığın meselesidir
Abstract
Islam, emphasises equality of in terms of humanity, virtue, servitude to God; foresees work sharing in life of society taking into account different abilities from genesis. In other words, this division of labor keeps the door open for changing roles between men and women the when need arises with determinig priorities. During the period of Muhammed and Caliphate, it is known that women are involved in political activites that affirm their decisions in the ijtihad, granting fatwa, conducting judgeship, participating in the war, and making decisions of the administration. In this study, will be discussed there is no definite and binding evidence on the Islamıc aspect of womens work in the public sector; on the contrary, there is evidence that there can be a public office. In the historical process, the relatively low employment of women in the public sector and the fact that they are almost neverfound as a president is not only a matter for Muslims, but a matter of all humanity
