Metropolitan Alan Yönetiminde Yeni Arayışlar: İstanbul

Özet

Türkiye'nin yaşadığı en büyük sorunlardan birisi, kırsal alandan kentlere ve kentlerden büyük kentlere olan göçtür. Göçün gerçekleşmesinden önce gerekli önlemleri alarak soruna hazırlıklı yaklaşmak yerine maalesef hep arkadan gidilmiştir. Özellikle İstanbul 1950 Ii yılların ortalarından itibaren hızlı bir nüfus artışına sahip olurken, buna parelel idari önlemler alınamamıştır. Bu makalede, İstanbul'un yönetimine ilişkin, hukuki ve idari önlemler sıralanmaktadır. Amaç İstanbul'un tarihteki önemli yerine ve oynadığı role uygun olarak konumunu vë kimliğini koruması ve diğer taraftan İstanbul'da yaşayan insanların mutlu, huzurlu olmalarının sağlanmasıdır. Muhakkak ki İstanbul'un sorunları ülkenin genel yönetim sorunlarından soyutlanamaz. İşte hem genelde hem özelde, İstanbul'un daha iyi yönetimine ilişkin görüşler ortaya konmaya çalışılmıştır. İstanbul için merkezi ve yerel yönetimin tek idari birim haline getirilmesi tartışılabilir. İlçeler güçlendirilir, İl yönetimi (Büyükşehir Belediyesi dahil) makro ölçekli hizmetleri yerine getirir.

Abstract

The article argues that one of the most important problems of Turkey has been the migration from rural areas to the cities and, from cities to the bigger cities. But unfortunately, it has always been late instead of gaining an ability to overcome the problem through taking necessary measures before the migration. Especially for Istanbul, the population has tremendously increased after the mid 1950s but the administrative measures as in parallel with the movement could not be taken. The author declares his sensitivity about the historical importance and place of the city and, keeping her situation and identity as in^parallel with the role and, providing happiness and presence of the people live in the city. He also points out the reality that Istanbul's problems can not be detached from the administrative problems of the country in general. In such a context, he proposes and discusses the unification of local and central bodies under the one administrative unit special to Istanbul.
