Metropoliten Planlamanın Önemi ve Gerekliliği Üzerine

Özet

Metropoliten planlama 19. yüzyıl sonu ve 20. yüzyıl, başında teknolojik gelişmelere paralel olarak ortaya çıkmıştır. Ölçek ve nitelik olarak bu zamana kadar görülen kentlerden çok farklı özelliklere sahip olan 'metropoliten' yerleşimlerin planlanmasında ve yönetiminde mevcut kent planlama yöntemleri ve yönetsel yapılar yetersiz kalmış ve ülkeler kendi tarihsel, sosyo-ekonomik gelişmelerine bağlı olarak yeni planlama yaklaşımları ve kurumları oluşturmuşlardır,

Abstract

Metropolitan planning emerged at the end of the 19th century as a result of and also in parallel with the technological developments. From now on the previous urban planning methods and administrative organisations became inadequate for the planning and administration of the newly emerged ‘metropolitan’ settlements which had very different characteristics as in scale and quality from the traditional cities. So, the countries have formed new planning approaches and institutions on the base of their own historical and socio-economic development structures. The results reached through the metropolitan planning experiences have clearly put forward some probable problems in and, on the other side, the importance of and the necessity for such a planning studies. In this article, metropolitan planning studies conducted in Turkey have been evaluated by considering the above mentioned experiences. Current administrative and planning system in metropolitan and non metropolitan-in nature but called as metropolitan- settlements have been
